RAlly at Hisar..20 Feb 2011

Subject: ESM sitrep 20 Feb evening

Dear Colleagues,

An IESM rally was held at Hisar today. It was organised by Sub Hari Singh and Hony Capt Chander Singh who had put in tremendous amount of hard work over the last few weeks. It was a gathering of over 200 ESM and Service families. Gen Adiya Jaini, Colonel Goyal and self attended from Delhi. 30 new members joined IESM during the event. The rain that started midway during the proceedings failed to dampen the enthusiasm of the participants.
Preparations for the 6 March rally at Jantar Mantar, New Delhi are on track. We are extremely grateful to all the 61 contributors (IESM members, other ESM and civilians) for their generosity in sending money for the event. Our special gratitude to Brig Chander Kamboj for playing a pivotal role in this.

Sitrep 12 Feb 2011

Dear Colleagues,


The ESM have numerous problems that merit urgent attention by the authorities. Various sub groups within the ESM fraternity want the IESM to pursue their specific cases, including through courts. The officer-centric problems find space on the net and hence are perceived to acquire a louder signature. But there are equally weighty problems with JCOs and Other Ranks that keep getting projected over telephone and during rallies. (And of course one must not forget the largest and the most needy sub group – the widows who have been denied the pension increase given to others). All such problems are admittedly genuine. While the IESM does provide support to the extent possible, it is not practicable for the IESM as an organization to pursue every case. Individual sub groups must continue doing so as heretofore. We need to remind ourselves that:
1. While starting the Movement we had selected only those demands that affect the entire, or almost the entire ESM population.
2. The demands had been limited to the very few substantial ones. Including too many demands would have inevitably led to mixing the major and not-so-crucial together. It is empirically seen that the govt invariably accepts the minor ones and then expects bargaining on the major ones.
3. By seeking a subsidiary concession – such as taking up the issue of resolving VI Pay Commission anomalies as has been suggested – would be misconstrued as our lowering the aim, our intentions and protestations to the contrary notwithstanding.
While we will continue pursuing the welfare activities like the pension and ECHS problems, in the main we need to keep our sights trained on OROP.

ESM sitrep 13 feb 2011








Dear Colleagues,

An ESM rally was held at Bhiwani (Haryana) today. It was attended by approximately 400 ESM including families. The anchor Veteran Hav Rajbir Singh, 8 JAT had organized it meticulously. Colonel Rakesh Chaturvedi, Capt Dhir Singh, Lt Kameshwar Pande and self had joined the event.
The speakers underscored the point of ESM having come into their own. It was brought out that in the earlier Pay Commissions the pleas by Service Chiefs even to include a defence forces representative were summarily rejected by the Government. In contrast now the Government has gone to the extent of accepting constituting a separate Pay Commission for defence forces. This has been possible only because of the pressure that has been built up by the IESM since April 2008.
The main achievement of the IESM has been to arouse the awareness among the veteransjavascript:void(0) of the injustice they have been subjected to for a long time. But this is only the first step.

Dear Colleagues,
There have been quite a few mails suggesting that more officers should go in for filing court cases on the rank pay issue. This is based on the assumption that those who do not file cases may be left out of the beneficiaries' list when/if the case is decided in our favour. Anxiety on this score is understandable because Major Dhanapalan, who was the pioneer in this field, was the only beneficiary when a favourable judgment was received.
In this regard it may be known that the RDOA that has been fore-fronting the rank pay case has in its prayer included the entire affected officer community, including the widows. The judgment that is already nearing finality should therefore hopefully impact all of us that held the rank of Capt to Brigadier in the 1986-1996 period. Filing of more related cases at this stage would result in the courts grouping all such cases and this would cause delay.
While everyone is free to decide for himself, in the larger interest it may be advisable to await the final outcome of the RDOA petition. Best regards,
