Dear Colleagues,
As you are aware the government has recently announced certain enhancement in disability pension. There have been some emails on the subject. Some affected colleagues have complained against the inadequacy of the new benefits. Some have even lamented that the IESM is not pursuing the case that is adversely affecting them. In some cases I have responded to individual members. However, I wish to use this forum to assure our ESM colleagues in receipt of disability pension that their cases, as also of those in receipt of family pension, gallantry award grants etc, are very much in the IESM charter, and will be pursued with all possible vigour at an appropriate time. As of now we are concentrating on OROP, which affects almost 100%, ESM population. Taking up too many issues simultaneously would diffuse the focus.

The BJP had a massive rally in Ludhiana (Punjab) today. Though I personally did not watch the news on TV, some ESM who did called up to say the Party big wigs have reiterated their resolve to implement OROP. Not that we ever had doubts on what Mr Advani had said, its re-confirmation is highly encouraging.

Dear Colleagues,
There are indications that the MOD is forming a committee in concert with certain ESM formations to work out some kind of parity in pensions. The chances are that the MOD will pick from the ESM certain representatives who may be amenable to accept one-time modified parity. This would then be given the colour of acceptability by the ESM community in general. Such divide-and-rule is a well known practice adopted by the govt functionaries.
As is well known, the IESM has been trying for OROP, which implies full parity for all time in future and any kind of modified parity will not meet our aspirations. Any dilution accepted by any hand-picked representative would be unfair to the efforts the ESM have put in to create the present situation and cannot be acceptable to the IESM.
In this connection, copy of a letter written by me to the Defence Minister on 19 April 2009, is given below: (below this email)
The ESM should jointly oppose dilution of OROP demand and must not accept a compromise solution.

Dear Hon’ble Defence Minister,
It is learnt that the Secretary Department of Ex Servicemen Welfare in the Ministry of Defence has called some Ex Servicemen Organisation for discussion to form a joint approach on an alternative to ‘one rank one pension’. We in the Indian Ex Servicemen Movement (IESM) have not received any communication on the subject.
It submitted that IESM is not an organisation or an association but a federation in the form of an umbrella. It is registered under NO: DR/GGN/179 (2008-09).The IESM today represents the demand of all the over two million Ex Servicemen in the country and has been spearheading the current struggle for seeking justice.
Do allow me to mention that any decision taken without the participation of the IESM will not be binding on it.

FIRST INFORMATION REPORT
I had the proud priveledge of Chairing a Press Conf @ NOIDA (on behalf of our IESM Movement), yesterday- 6th May. More than 50 representatives of the Print & TV Media attended. Dr Sharma- CEO & MD of Kailash Hospitals , who is the BJP nominee fm NOIDA was also present.
The Press Conf was a ' Great ' SUCCESS & greately appreciated by all who were present. Aim of the Conf was to express the Sincere Support of IESM to the BJP in the ongoing General Elections. It was made more than adequately clear to everyone, that while remaining 'apolitical' the IESM appreciates & WELCOMES the announcement of the BJP Manifesto in which (besides many other benefits) our Main demand of ESM, viz 'ONE RANK ONE PENSION'- OROP, has been promisingly assured by none other than the BJP Prime Minister in waiting- Hon'ble Shri LK Advani ji, personally on 19th March @ our IESM 'Battle-Ground' @ Jantar Mantar.
It was also made clear that while still being 'apolitical' the ESM have now understood & realised the 'Power of their Vote'. They have now become 'Politically Aware' & 'Wise' to give their valuable vote to whichever Political Party that will take care of the ESM Welfare & in the interest of National Security which has been so close & dear to our hearts during our Long years of Military Service.
The proceedings of this Press Conf have been widely covered & broadcast - both by the Print & Visual media. ... EDITED ...
Tomorrow - on 8th May, I am also going to Chair a similar Press Conf @ Bareilly in support of Shri Santosh Gangwar, the BJP candidate there. 'JAI JAWAN'- 'JAI IESM'- 'JAI HO BJP'.

Advisory to “Vote” was the last Weapon We Had
Dear Friends
1. There have been lot of comments on the Advisory issued to vote and support BJP/NDA in the Lok Sabha Polls. Both positive and negative comments have been received. While everyone has the right to his/her views, yet where interests of whole segment of society is affected, the individuals should go alongwith the Majority.
2. In the instant case injustice against the Defence Forces is a stark reality. Successive Govts have lowered our status, izzat and emoluments for the past 62 years. The Nation was governed by the Congress/UPA for 52 years. 6th Pay Commission did the biggest harm. The serving Chiefs represented twice but till date, demands put up by them and serious anomalies have not been addressed. The demands of ESM were not even looked at, leave alone considering them. At this stage, constituting another committee of secretaries on OROP is yet another ploy to mislead the ESM.
3. Our demand of OROP was unceremoniously rejected by the UPA Govt giving no valid reasons and on unethical and flimisy grounds On the other hand BJP has accepted our demands and has included it in their manifesto to implement OROPs within 100 days.
4. When all other methods had failed to make the Govt respond to our genuine demands, we decided to use the “Vote” as a weapon to achieve our aim. To make this weapon effective, it has to be used unitedly, otherwise it would yield no results. It was with this aim that an Advisory was issued. Friends under the circumstances what is wrong if we suggest to our Defence personnel to Vote unitedly and show our “Power of Vote” to get our interests looked after? It should be acceptable to all of us being legitimate democratic right. If we have to exercise our vote, we must be politically conscious of the system to enable us to vote efficiently, effectively and decisively. By doing so the Defence Personnel do not become politically aligned. It cannot be called politicisation of Defence Personnel. Even if it is so, the Govt has forced it upon us. We are only being politically wise. However, it needs to be understood that while casting your vote, if you find that particular candidate is not worthy enough or is a criminal, corrupt, dishonest etc, you may use your discretion in that case.
5. If we want to be heard and if we want justice to be given to us, then there is no other way which will work (Atleast for now based on our Indian scenario) but to be United and with “one voice” demanding justice. Defence Services will have to become strong segment of society to get justice in the democratic process.
6. So please evaluate the Advisory in the light of above and you will notice that it is only the interest of Defence Personnel which has guided us to issue such an Advisory as ONE TIME TESTING. Had the UPA Govt accepted our demands, there would not have been any necessity to issue such an Advisory. We are becoming only wiser to survive in our democratic society.
7. Friends let us stop commenting on the Advisory and Unite. Let us Vote effectively, Unitedly, and decisively in favour of the party which has committed in writing to grant OROP within 100 days.
