There appears to be a communication gap. Allow me to point out a few clarifications.
It has been the IESM consistent stand that OROP is a demand for equation of old pensioners with the present ones. Since the benchmark for the latter already exists, it can have only one figure and there is no need for any tables. Admiral Ghose, with his experience of Pay Commissions, keeps educating our Steering Committee with various data. However, he could not have sent you an ‘IESM table’. Your reference to a table as the IESM table "( based on a paper written by Vice Admiral Ghose on behalf of IESM forwarded to us by an ESM)" does not match with facts. The very mention by you that you received it from an ESM points to its lack of authenticity.
Since IESM have been conceptually against tables, your contention that I supported a particular table or set of figures by saying "Lt General Kadyan insisted that the Tables proposed by IESM, (which are less beneficial to pensioners)", are more logical needs correcting. OROP means equating the past pensions with the present, and cannot have higher or lower figures.
I am quoting below my sitrep dated 03 Jun 09:
The grapevine has it that the government is wanting to grant a one-time parity instead of OROP as a principle. To legitimise their escape route they are reportedly looking for some ESM willing to endorse it to give their action a façade of acceptability by the ESM community.
As would be seen I had no idea that a committee had already been formed and what was its composition. My remark was directed at the government and not at any of the esteemed colleagues. I had even clarified it to you when you mentioned it during our 15 June meeting. However, in your email ibid you have misquoted me to say:
I mentioned to Lt General Kadyan that he had mentioned in one of his sitreps that ex-service members of the Committee formed by MoD are pliable and may agree to whatever Mod decides.
Your changing the text conveys a meaning other than intended.
While on the subject, you may wish to clarify whether in your presentation to the Cabinet Secretary’s Committee, only one table table was presented or were there four different sets of figures given out? If it was the latter, then you will agree, what was being sought was Committee’s approval of the lowest of these four sets of figures, which some would construe as a compromise.

Dear Colleagues,
In the last couple of weeks various proposed OROP tables have been doing the rounds of the net. The ESM who have produced these have been painstaking in their research and deserve our gratitude. The recommended figures in different tables vary. Something seems amiss. OROP is simply seeking equation of old pensions with the new ones. Rank-to-rank and service-to-service we should not ask for less than the new pensions and we cannot ask for more than these. Since the benchmark for the latter is already fixed and changing it is beyond our purview, it reduces OROP to a mere arithmetic equation that obviates the need for intricate tables.
The government decision is expected any time. There is a possibility that if the government does not sanction OROP in full, the issue will be raised in the Parliament.

Plank of Bureaucracy
To keep the ESM organisations in bitter battle amongst themselves the bureaucracy has invited Proposed Pension Tables from various ESM Organisations. What a waste of time! We just need to stick to Pension Parity, Uniform Rank based Pension for all Ranks or Absolute Parity in Pension. Let us not fall into the bureaucracy trappings.

This is the first time this long pending request has received its due acceptance. It is fervently hoped the issue would be resolved to the satisfaction of the Ex Servicemen who have long been requesting it.
Concept of OROP
OROP is a request for equal pension for all defence pensioners retiring in the same rank and after equal length of service, irrespective of their date of retirement.
Details of the OROP Request
All past pensioners should get the same pension as is given to their rank-to-rank and service-to-service peers that are retiring now.
The date of applicability of revised pensions should be the same as the date of applicability of the VI Pay Commission i.e. 1.1.2006.
OROP should be made into a permanent arrangement so that the pensions of old retirees remain equated with the current retirees all the time to come and this issue does not arise again.
If there are any changes in the Pension Regulations concerning Disability Pension, War Injury pay, Family Pension and the like, the above principle of equity should equally apply to such past pensioners also.

RTI by Gen Raj Kadyan
Dear Veteran Inderjit Kashyap and others,
RTI is certainly an important tool and must be used to our advantage. A team needs to work out what information we need to obtain on which we can form our next action. Things may be clearer after the govt finally gives its views on OROP/parity etc. Spade work can start by the RTI cell in the Steering Committee.

1. With serious concern, we wish to inform all ESM organisatins and ESM that inspite of efforts by all of us, the Govt is planning to sanction only modified OROP. This will not be fair to the ESM who have been agitating ever since the 6th CPC recommendations were made public.
2. It is also reliably learnt that IESL Team which was invited by the Cabinet secretary besides AFA and War Disabled Association reps to give presentation on OROP, gave four options diluting the proposal in the descending order. We are at loss to know the reasons for giving such options to the Govt. There is only one interpretation of One Rank One Pension ie :-
· All past pensioners should get the same pension as is given to their rank-to-rank and service-to-service peers that are retiring now.
· The date of applicability of revised pensions should be the same as the date of applicability of the VI Pay Commission i.e. 1.1.2006.
· OROP should be made into a permanent arrangement so that the pensions of old retirees remain equated with the current retirees all the time to come and this issue does not arise again.
· If there are any changes in the Pension Regulations concerning Disability Pension, War Injury pay, Family Pension and the like, the above principle of equity should equally apply to such past pensioners also.
3. IESL Team by diluting the OROP case has harmed the interests of 2.4 million ESM who were waiting for the Justice from the Govt. Gen Raj Kadyan had submitted the IESM proposal of grant OROP to the RM and Cabinet Secretary (Copy is attached). Though, we met the RM, we were not included in the discussion for the reasons best known to the Cabinet Secretary.
4. We will continue to carry forward our mission of Justice to Defence Personnel till our demands are fully met. We seek you cooperation. All ESM Organisations and ESM must join the IESM and strengthen the Movement. Our plans to commemorate the Kargil Diwas have already been forwarded. Our future course of action to get Justice to the Defence Personnel will be announced shortly.
