Dear Colleagues,
I had been in North East of India and have been off the net since 21 July 2010. The Governing body met from 1000 hours to 1300 hours today. It was attended by Satbir, Vinod Gandhi, Krit Joshipura, Aditya Jaini, CK Sharma, Sharan Ahuja, Rakesh Chaturvedi, and self. Decisions taken on various points will be communicated separately.
Some colleagues have (again) suggested that OROP should be based on length of service in the rank at retirement and not total service as the IESM have been consistently projecting. Their view is fully respected. However, we need to remember that we have to go for a formula that benefits the maximum. Over 97% of the ESM are JCOs and OR for whom we are fighting. Unlike the officers (who retire by age) they all retire by service. For them ‘service in the rank at retirement’ has no relevance. For example, a Subedar superannuating after 28 years of service must get the same pension as any other Subedar with similar service. His service in the rank of Subedar varies not only from Regiment to Regiment but also from battalion to battalion within the same Regiment. In fact in fixed class composition battalions, since promotion prospects vary, the difference may even lie – and often does – from one class to another. Therefore, applying the criterion of ‘service in the rank at retirement’ will be highly discriminatory. All this had been taken into account when pursuit of OROP commenced in April 2008.
Among officers there may be some individuals who will stand to gain or lose from one criterion or the other. It will not be advisable to give an officer-orientation to OROP as a concept. Majority gain must remain our focus.
A related point is the use of terminology of OROP. There has been a well-reasoned suggestion that we should replace the term with some other, such as complete or total parity, military pension or the like. This might be in the hope (perhaps vain) that the government would be more receptive to the new term. I would recommend that we retain OROP as it has become a psychological magnet and a rallying point for ESM and any change might be misconstrued to imply that we have diluted our stand and have betrayed the ESM. OROP has also become known in the society.

1. Our Chairman, Gen Raj Kadyan, PVSM,AVSM,VSM had announced in one of the Rallies that he will contribute One Months increment on account of increase in pensions of when received to the IESM Funds.
2. Today, I have received a cheque of Rs 8800/- from him towards his contributions to the IESM funds. We thank him for expressing his solidarity with the Cause of Defence Forces. We are proud of you sir.
3. We are planning a very big event at New Delhi and large rallies in all parts of the country. We would need large funds for the logistic management of these events. Dear Colleagues,
Over the last two years there has been a great awakening among the ESM. We have become visibly and vocally aware of how successive governments have been doing us down over the years. Our voice, suppressed over the years by the weight of the Service rules, has found air. We are justifiably angry. In the case of some of us the anger finds expression through our keyboard fingers.
With this rather sudden realization we have begun to look for issues to criticise the regime on. We need to keep in mind that raising too many issues – some not even directly connected with the ESM welfare – might give us an unfair and unwanted tag of being garrulous. This would hurt pursuit of our main goal of OROP and other demands.
Internally, the subject of membership fees refuses to die down. There are weighty arguments supporting both options; maintaining status quo as well as effecting a reduction. The issue has been debated and decided repeatedly in the Governing Body, as well during a Core Group meeting. Views expressed in rallies have also not been unanimous in favour of either option. We should leave the issue for discussion in the next AGM.
A related issue is whether the government response has any direct relation to the total number of members and to the fact that an entity is recognized by the government. While each one of us has his view on the subject, recalling of some facts may be in order:
1. Before IESM membership had touched a four-figure mark, or even before IESM was born and when the protest rallies were conducted under ESMO beginning in April 2008, the government conceded two of the major demads:
· Constitution of an ESM Commission
· A separate pay commission for the armed forces. We should recall that on earlier occasions the government had repeatedly turned down the Chiefs’ request of even having representation in the pay commissions.
· We already have ESM organizations having large membership and government recognition and still not having been able to get the ESM their dues.
2. It needs to be known that government recognition is based on certain pre-conditions. These include a written acceptance of shunning any form of anti government public protest such as rallies, depositing of medals etc.
I will again appeal to all ESM to use temperate language while voicing a counter view. All of us are entitled to our opinions. Let us disagree with dignity.

VIDHAN SOUDHA, BANGALORE ON SUNDAY 27 JUNE 2010
EXPRESSION OF GRATITUDE
WE the Veterans of Karnataka wish to place on record our sincere thanks and expression of our gratitude to Dr VS Acharya, the Hon’ble Home Minister of Karnataka, Capt Ganesh Karnik, MLC and Deputy Chairman NRI Forum Karnataka for all their help, assistance & unstinted support to the Ex-Servicemen. We are also thankful & grateful to Col CR Sundar, CEO & MD, JAWAN TV and Mrs Sundar for being so very gracious to extend total coverage to the South Zone Ex-Servicemen Meet and to Brig MS Parthasarathy for excellent photographic coverage.
1. Colonel SS Rajan, the Convenor of the South Zone Military Veterans Meet in his opening address welcomed Ex-Servicemen (350-400) who had gathered from the four Southern States and also those from Delhi and the States of J&K, Maharashtra, Assam, Meghalaya & Tripura; and said that The South Zone Military Veterans Meet has been called with following aims:
(a) Strengthen IESM by spreading IESM far & wide, to all States, right down to Dists, Taluks and small towns & villages.
(b) Adoption of a Federal Structure. The Indian Ex Servicemen Movement (IESM) is an All India Federation of Ex Servicemen's organizations; and, an Umbrella Body and hence it is strongly recommended that we adopt a Federal Structure, ie. be a true Federation, with each State having its own IESM set up, viz. IESM Kerala, IESM J&K, IESM Gujarat, IESM Punjab, IESM Nagaland, etc.. Each State shall be encouraged to throw up its leadership and be financially independent to cater to the requirements & needs of the respective State IESM.
(c) Adoption of Uniform Membership Fees. Whether one is a retired General or a retired Sepoy, after retirement, all are referred to Ex-Servicemen. That being so, it is felt that irrespective of ranks, there ought to be one uniform Membership Fees for Ex-Servicemen. And, considering the need to increase our membership strength in terms of lakhs, it is recommended that we have a uniform Membership Fee of just Rs.10 for one & all. In so far as Donations are concerned, it would be totally voluntary and left to individual Ex-Servicemen, as to the amount they wish to Donate. Donations can never be made compulsory and clubbed with Membership Fees.
(d) To integrate, encourage & motivate Veterans coming from the States of the North East to join the mainstream and set up IESM in their respective States. They would be requested, to organize celebration of Kargil Diwas, in respective States, to start with, on 26 July2010.
2. The Meet was chaired by Veteran Lt Gen SK Bahri and presided by Veterans Lt Gen NSI Narahari, Vice Admiral Barin Ghose, Maj Gen HK Kapoor, Rear Admiral BR Vasanth, Maj Gen MC Nanjappa, Maj Gen Satbir Singh, Air Cmde MK Chandrasekhar, Brig JS Narasimhan and Naik Naidu.
3. Dr VS Acharya, the Hon’ble Home Minister graced the Meet and was gracious to say:
(a) The Govt of Karnataka is committed to take care of the welfare & well-being of the Ex-Servicemen residing in Karnataka.
(b) He would call for a meeting of the Home Ministers of the four southern states to discuss & deliberate on points concerning Ex-Servicemen welfare and jointly take up the points with Union Govt.
(c) Take up the matter regarding issue of Corrigendum to PPO by the PCDA (Pension) with the Central Govt.
4. The Hon’ble Home Minister then had a cup of Tea with the Ex-Servicemen. The Tea was hosted by the Govt of Karnataka.
5. The Chairman and Presiding Officers of the Meet and a number of Veterans, viz. Maj Gen Satbir Singh, Vice Chairman IESM, Gp Capt VK Gandhi, Gen Secy IESM and all State, Dist & City Convenors present addressed the gathering and expressed their views.
6. Col Martin Khongmen from Meghalaya, Maj Biren Borgohain from Assam and Maj Prafulla Kumar Sinha from Agartala expressed their happiness at being invited for the Meet and pledged to spread IESM in their respective states in the North East.
7. Veteran Vice Admiral Barin Ghose, a member of the 4th and 5th Central Pay Commission and an authority on Military Pension, gave an illuminating talk on the evolution of Military Pension and the rules that ought to be governing the grant of Pension to the personnel of the Defence Services.
8. The Veterans assembled from the four Southern States and J & K, Assam, Meghalaya & Tripura, after due discussion & deliberation and based on consensus, resolved to:
(a) Adopt a Federal Structure, viz. IESM Kerala, IESM J&K, IESM Karnataka, IESM Nagaland, etc. having a unified Command Structure with existing IESM central at its helm. The MoA of respective State IESM would incorporate the clause that 20% of receipts on account of Membership fees would be sent to the IESM Central.
(b) Adopt a uniform Membership Fee of just Rs.10 for all Veterans, irrespective of ranks.
(c) Go all out to increase the membership strength of IESM in terms of lakhs.
9. Once the membership fee of Rs.10 was accepted, over 300 Veterans (incl 138 Veterans who were present at the Meet itself) were enrolled as Members.
10. Donation. It was also heartening to note that a sum of Rs. 55,000 was donated during the Meet by Veterans as per details given below:
(a) Lt Gen SK Bahri- Rs.5000
(b) Rear Admiral Anonymous- Rs. 12,500
(c) Col Madhu Sudan Kapoor- Rs.25,000
(d) JC-115730 Sub Shiva Shankaraiah- Rs. 5000
(e) Naik Naidu of The Madras Sappers- Rs.7,500
11. Respected Gen SK Bahri, who chaired the Meet, in his summing up appreciated the conduct of the Meet and urged one & all Convenors present to go all out for a Membership Drive to enroll One Lakh members by 31 Dec 2010; and was very gracious to announce a Donation of Rs. One Lakh as a reward and an incentive & motivation to achieve the target; to which all Veterans present stood up and pledged that they would achieve the target by 31 Dec 2010.
12. Gen Bahri greatly appreciated the kind gesture of the Govt of Karnataka in making available the Banquet Hall in the Vidhan Soudha for the Ex-Servicemen Meet; and also the visit by the Hon’ble Home Minister of Karnataka and his commitment to the cause of Ex-Servicemen Welfare.

OROP by Chief Minister of HP
Dear Friends,
Jai Hind.
'i' have three good news for you –
1. Foundation stone of the strategic Rohtang Tunnel was laid today (28 Jun 10) by Smt Sonia Gandhi. The Raksha Mantri and the MoS Defence were also present. The tunnel will be ready in five years. It will immensely help in the development of Himachal – most important it will be big boost for defence of Ladakh.
2. In his speech, the Chief Minister very tactfully appreciated the contributions of Himachal Pradesh in the Defence of India, demanded removal of quota system for recruitment for the eligible Himachalis into the Defence Service.
Above all the CM forcefully demanded that ESM must be granted full OROP.
(I personally heard the speech on TV live).
3. The IESM South Zone meet was held at Bangalore on 27 Jun 30, which was a grand success.
The Home Minister of Karnataka was present at the meeting.

“Neglect of Armed Forces at Nation’s Peril”
Dear members of the Media,
1. One is at loss to know why the Defence Forces, the strongest pillar of our democracy are being neglected?. Why are they not been given their entitlements even after the courts have given judgments in their favour? Why there is total lack of understanding both by the political system as well as the bureaucracy of the most difficult task of keeping the country united being performed by the Defence Forces, demonstrating true patriotism, valour, bravery, facing all odds against external and internal threats. The Defence Forces belong to the country and they need to be treated fairly, justifiably and with due respect. Where the civil administration fails which happens more often, the Military is called to face the situation. It has been a record that the military under all circumstances has delivered and saved the country from serious damages. It is totally illogical and illegal to withdraw or amend AFSPA. The military is running out of patience. At first stage the Govt deploys the military to deal with insurgences / other internal threats and then expects them to face the bullets with their hands tied at the back. This is highly inhuman. Where are the proponents of Human rights? Is a soldier not human? And therefore, has no rights? Why thousands of soldiers have been used as cannon fodder due to reasons of the apathy of the bureaucracy-politicians nexuses for not providing them the wear -with-all, equipment, weapon systems, clothing etc. to appropriately deal with the internal and external threats. Military leadership by and large has been exemplary. It is the political leadership supported by bureaucracy which has failed the country. While the principal’s .knock on knuckles of the errant students grab the national headlines for days, the death of a soldiers lying down his life for the Security of the nation does not get even half a line in the media. He dies unsung and unrewarded.
2. The numerous letters written by our very senior military leaders and former chiefs high lighting the malaise setting in the Armed Forces due to gross and criminal neglect of the forces both in service and retired to the Govt functionaries ie PM, RM, Home Minister, Law Minister, UPA Chairperson have not been even acknowledged, leave alone taking any action to address the serious malaise. Even the media has not yet highlighted the serious drawbacks of military bashing.
3. We are making open to the Press a few letters Witten to Mrs Sonia Gandhi, Mr Moily, PM and RM. by Lt Gen SK Bahri. We humbly request the press, in the interest of the safety, security and integrity of the Nation, to publish these letters suitably and bring before the nation the true facts of the issues.

Why thousands of soldiers have been used as cannon fodder due to reasons of the apathy of the bureaucracy-politicians nexuses for not providing them the wear -with-all, equipment, weapon systems, clothing etc. to appropriately deal with the internal and external threats. Military leadership by and large has been exemplary. It is the political leadership supported by bureaucracy which has failed the country. While the principal’s .knock on knuckles of the errant students grab the national headlines for days, the death of a soldiers lying down his life for the Security of the nation does not get even half a line in the media. He dies unsung and unrewarded.
2. The numerous letters written by our very senior military leaders and former chiefs high lighting the malaise setting in the Armed Forces due to gross and criminal neglect of the forces both in service and retired to the Govt functionaries ie PM, RM, Home Minister, Law Minister, UPA Chairperson have not been even acknowledged, leave alone taking any action to address the serious malaise. Even the media has not yet highlighted the serious drawbacks of military bashing.
3. We are making open to the Press a few letters Witten to Mrs Sonia Gandhi, Mr Moily, PM and RM. by Lt Gen SK Bahri. We humbly request the press, in the interest of the safety, security and integrity of the Nation, to publish these letters suitably and bring before the nation the true facts of the issues.

AN APPEAL TO STRENGTHEN THE MOVEMENT FOR OROP
Dear Friends
1. More than a month has passed since the All Party Standing Committee on Defence through its Chariman Shri Satpaljee Maharaj congress M.P had tabled its report in the Parliament on 07 May 2010. The Committee had recommended the grant of OROP to Defence Personnel in holistic manner. The Govt has to decide on the recommendations of the Committee. There is an urgent need to bring to bear maximum public opinion in favour of our cause on the Govt through a sustained media campaign, organizing meetings, rallies, seminars, writing articles, depositing of medals, signing memorandum to the President in Blood to express our deep anguish.
2. Friends, in the next event being organized at Jantar-Mantar New Delhi shortly, we plan to deposit maximum medals and sign the Memorandum to the President in Blood. Our Chairman Gen Raj Kadyan has already written to the President to give us the date when she will be present to receive our medals and the Blood signed memorandum. This is the time when all ESM across the country must unite and endeavour to collect maximum medals and sign memorandum in blood for depositing with the President.
3. It is heartening to know that ESM of Punjab have resolved to collect one lac signatures in Blood. This was the solemn resolve of veterans on 11 Jun 2010 at Patiala after the “Antim Aradas” in the respectful memory of Late Col PIS Phoolka who had been spearheading the OROP Movement in Punjab. We appeal to all veterans across the country to collect maximum medals and sign memorandum in blood. Representatives at the level of Block, Tehsil, City, District, and State are requested to organize the collection. These can be sent at IESM Headquarters at 543 Sector 23 Gurgaon (Hr) Pin -122017 or brought by representatives at Jantar Mantar on the day of the event which will be announced shortly.
4. Maximum publicity be given to the forthcoming event. Leaflets in English, Hindi, Punjabi and Specimen Signatures of Blood Memorandum are enclosed for maximum circulation. Leaflets can be translated in other local languages and distributed.
5. Every one of the 2.4 million ESM wants OROP. So, let us join together to express our solidarity for the cause of Defence Forces to get our due Justice.
