Telephonic messages of support for the advisory continue to pour in from PBOR from various areas. They all agree that under the present circumstances, any hope for OROP lies only with the BJP.

Denigration of Uniform

Veteran Thaplial from Uttar Khand telephoned to inform that Mr Mantri Prasad Naithani, a former Congress Minister in the State, was canvassing in Pauri area dressed in a military uniform. (He himself is not even an ESM). This was taken badly by the ESM in the area who derided him and challenged him to have the courage of serving in difficult areas even for a day. The vernacular Press picked it up in a big way. Reportedly, this started an anti Congress wave in the region.

IESM UPDATE AND FUTURE ACTION PLANS

Dear Friends,

1. The Advisory having been issued by the IESM for the Lok Sabha Elections keeping in mind the best interests of Defence Services, we need to do a lot to spread the message and motivate all Defence Personnel to vote for BJP/NDA. By doing so, we will not only be achieving our aims of getting OROP and other demands implemented but also strengthening the Defence Forces to face the future National Security Challenges. Let us not spend time on “why” and “how” of the Advisory. Let us put our faith with the BJP/NDA as a “One Time Testing”. I am sure they will deliver this time and by any chance if they don’t measure up, we will launch a very strong Movement Against them.
2. This time, let us not split our Votes. Defence Forces, should go full hog to vote for BJP/NDA. Victory of BJP will be the victory of IESM. We wish to assure you that, our decision to arrive at such an Advisory was taken after detailed deliberations, keeping in mind the future and the interest of Defence Forces. We need to develop such an environments wherein the Defence Services will be able to serve the nation with pride and dignity.
3. The Armed Forces have been kept out of the Decision Making loop of the Nation. We need to correct this serious anomaly both in the case of serving and retired personnel. We need to efficiently and effectively use the “Power of Vote” in order to create the required pressure and momentum with One Voice PAN India and ensure due justice to the Defence Forces.
4. Right to Vote at the place of posting for the serving personnel has been denied to us for the last five decades. Simple and workable rules have not been made to ensure each soldier and his /her dependants can cast their votes at the place of posting. The existing rules are so cumbersome and difficult that practically, the defence forces personnel are unable to cast their votes. This has been the main reason that the political parties and the Govts never took us seriously and kept on downgrading our status, Izzat and emoluments viz other central services. Brig GS Ghuman from Mohali has very rightly filed the writ petition in Punjab and Haryana High Court which has issued Notice to the Election Commission for not having carried out door to door survey for making defence personnel as voters at the place of their posting. This may not help us in this Lok Sabha Election, but surely we will benefit for future elections.
5. Civilian Control over the defence Forces, means the control of the elected representative of the people of India ie Parliament and the Govt and Not Rpt Not the bureaucracy which has been forcing its supremacy over the Defence Forces. This has been severely and strongly resented by defence personnel and the same needs to be corrected in the National interest.
6. My next point is with regard to membership drive of IESM. Friends, we have repeatedly requested all ESM Organizations and individual ESM to become members. There is no other way but to have One Umbrella Organization for all ESM of the Country. IESM has come a long way and it has all the requisite characteristics to function as the single Umbrella Organisation as a Federation of Ex servicemen Organisations. Let us work tirelessly to achieve the figure of over Two Million members. It can be done if every one puts in his/her best effort to spread the message, aims and objectives of IESM in every nook and corner of the country. Please volunteer to be convenors of, districts, cities, tehsils and block and forward your details at the earliest. The state convenors are requested for urgent actions on “Op Immediate Basis”.
7. As we go along, we will initiate other activities and plans to improve the satisfaction level of veterans. Employment opportunities, health care, education, including professional education, task forces for nation building activities are on our planning radars. We will evolve and develop ourselves as Forces to recon with. Only then we will be able to suitably stop the likes of Abhishek Manu Singhvi who indulged in insulting our Former Chief of Army Staff and Dy Chief of Army Staff by intentionally calling them “Mr” instead of “General” during Karan Thapar’s TV Programme, knowing it fully well that it is only the Defence Forces by the order of the President of India are allowed to prefix their rank before their name for ever………post retirement and even after they go away from this world.
8. The CD on 12 Apr 09 Rally at Jantar Mantar which includes the Advisory on voting in this election has been sent to all state Convenors and also circulated on the Net. The same is once again attached to this mail Please show this CD in each village of the country and also during meetings and rallies across country. Forward the same to as many Defence Personnel as possible.
9. Mission “Justice for Defence Forces” has gained Momentum. Let us give it a further push. We are going to Help Ourselves, only then God will help us.

Core Gp members continue to visit different places in our continuing efforts to stay in touch particularly with those veterans that do not use the internet.
I had addressed a Press conference in Sikar (Rajasthan) Apr 26. It has been very widely covered in all the Hindi papers. Today, many ESM from different districts of the State called me to say how enthused they were at my advisory of supporting the BJP and expressed full accord.

Neglect of ESM

A group of ESM from Kupwara (J&K) called up today complaining that no one listens to their problems. They further added that the Sainik Board staff openly demand money for doing their prescribed work. The affected ESM must be finding it very frustrating. I have asked them to mail specifics so that the cases can be taken up.

This is an attempt to answer as many of the queries raised on the "Feedback" link of our site www.iesm.org as possible in one go. It may not satisfy all, but slowly we shall have enough staff (as membership and our fund state improves) for us to be able to answer each one. At present, it is I and me.

Opening chapter/ branch in other countries. please go ahead and do do but all membership forms, fees and donations must come to the central HQ in Gurgaon. In fact, you may be able to help those who do not have an Acct in India and cannot remit in INR, to send you the money and you can send to us through your acct in India. We do not have the facility to receive payments in foreign currency at present.

We hope to start posting important information on ESM benefits on the site some day, as the site and its management matures. In the meantime, please join "Report my signal blogspot" and the "Indianveterans@yahoogroups.com" . These circulate most of the important info on their blogs.

Medal deposit with the President would re-commence after the new Govt is formed and we have seen its reaction/ response to our demands. These have been deposited four times already.

Those who wish to support our endeavours and membership drive, please encourage max numbers. Civs and serving soldiers can also join as "supporters'. They cannot be members. We have some such supporters already. Their contribution will be gratefully accepted as a donation. Please do not wait for others to ask you, go ahead and start motivating. Slowly others will join you.

Slowly, all contributions will be entered on the site. Each entry has to be done singly. Will take time. present focus is up to 31 Mar. Membership No/ Card will take time, please.

Visit to Kanpur By Maj Gen's Satbir and Renjen

Dear Members ,

1. Gen Renjen and self visited Kanpur on 26 Apr 09. Request was made by the BJP through our IESM Convenor. BJP HQ at Delhi coordinated the visit. A Press Conference was held in Press Club and a Rally of ESM was organized in the evening (Press Release is att). The facts of OROP, Advisory given on voting in Lok Sabha Elections were discussed. The ESM were motivated and all unanimously raised hands to support the BJP/NDA. They all pledged to motivate other ESM, their dependants and supporters to ensure victory of both the candidates of BJP from Kanpur.
2. Every one expressed that incase BJP/NDA after coming to power does not fulfill their promise of implementing the OROP within 100 days they would start protest Movement against them. However, they were confident that BJP will deliver on its manifesto, with regard to the issues mentioned about Defence Services.

Voting Dilemma?
It is never easy to decide who to cast your vote for. There is a suggestion that we should vote only for honest candidates. Indisputably laudable; no one can/should disagree. However, honesty is not that easy to judge in advance. A mendicant in the Himalayas or even an infantry company commander in remote location is very honest because there is little he can find to steal or pilfer. Does that indicate that he will continue to remain so if he is given a chance, to auction the liquor contracts for example?
Then again what is the barometer to judge honesty? There are allegations galore against the political leaders being made with impunity. How does one know these are true? Does one go by allegations, prosecution by law enforcement agencies or successful conviction by them? Further, what if one gets acquitted on appeal? Does it exonerate him/her completely? Or does a correspondent of a leading media outlet determine who is honest and who is not?
There are no easy answers. At the end, one will use individual perception and will be guided mainly by self interest.

Agewell Foundation had organised a symposium at India Habitat Centre on ‘Role of Older Persons in Democratic Process (With focus on One-Rank-One-Pension)’ at India Habitat Centre this evening. Admiral Subhash Chopra, Wg Cdr Praful Bakshi and I were the three panellists. There was reasonable attendance from diverse sections of society, including media. The point about OROP was effectively explained. Some apprehension of voting for BJP was allayed during interaction, including by Gen Satbir who had joined the audience subsequently. It was an opportunity well utilized.

IESM Advisory to All ex Servicemen for Coming Lok Sabha Elections

Dear Members of the Media,
1. The UPA Government has shown total apathy towards the defence personnel both serving and retired. Our genuine demands have not been accepted. One Rank One Pension (OROP) has been rejected by the Govt without any valid reasons. The demands of serving personnel projected by the Chiefs have also not been addressed. It has taken six months for the Govt to finally accept one of the four demands ie placing Lt Col Officers from PB – 3 to PB-4. Here also, the grade pay of Rs 8,000/- has been granted where as the grade pay of civilian counter parts is Rs 8,700/-. The other demands of Jawans of increase of weightage for pension from 50% to 70%, correcting the anomaly of placing DGP rank above the Lt Gen and granting same grade pay as the civilian counter part have not yet been accepted.

2. In view of the above and also that the Congress Party has not included grant of OROP in its manifesto, the Defence Personnel are unhappy, anguished and hurt at the ways the Govt has ill treated them. Their status has been further degraded and downgraded and they have been given raw deal in the fixation of their pay and allowances and pensions.

3. That the BJP and its alliance partners have categorically stated in their manifestos that OROP will be implemented. Accordingly, the IESM has issued an Advisory on 12 April 2009 during the Rally held at Jantar Mantar to all ESM of India to vote and support BJP and its alliance partners in the coming Lok Sabha Elections. This is one time support to the NDA and incase they do not honour their promises as mentioned in their manifestoes, IESM will launch strong protest Movement against them.

4. Col Bhag Singh belonging to IESL Punjab, an ESM organization has issued statement lending support to congress. It is intriguing that Col Bhag Singh having very well known that the UPA Govt has done grave injustice to the Defence Forces, has issued statement to support Congress Party. Such an action on his part smacks of his personnel consideration being given priority over the interest of the organization that he is representing (Ex Servicemen). We at the Indian Ex servicemen Movement (IESM) which is an Umbrella Organization for all ex servicemen of India, totally oppose this action of Col Bhag Singh President IESL Punjab and request all Ex-Servicemen of India not to take side with our own detractors ie the Congress.

MEETING WITH THE DEFENCE MINISTER ON 22 APRIL 2009
AND OTHER ISSUES

Dear Friends,

1. We continue our efforts towards our mission to get justice for the Defence Forces. Towards this, WO Balathilakan, Col. Bhardwaj & self met the Defence Minister at his residence at 9:30 AM on 22 April 2009. The meeting was facilitated by WO Balathilakan. The following issues were discussed:-

(a) We requested the Defence Minister for the latest status on grant of OROP. He informed that they were committed to grant improvement in pensions to the past pensioners & are expediting the finalization of the same. He informed that they are working on some where closer to the OROP but not the OROP as being demanded by us. We informed him that the concept of grant of same pension to ESM holding the same rank and having same length of service has been upheld by the Supreme Court also and as such this genuine demand must be accepted.

(b) We requested the Defence Minister that members from IESM must be part of
any discussion on the grant of OROP / enhancement of pensions to the past pensioners since IESM represents over two million ESM of our country. I informed him that a letter by our Chairman Gen. Kadyan addressed to the Defence Minister with copy to Secretary ESM has already been sent three days back. To this, the Defence Minister responded positively.

2. I also request maximum publicity & action by ESM on our Advisory issued on 12 April 2009 with regard to our vote & support to BJP during the coming Lok Sabha elections. We the ESM must have our interests of the whole community of ESM in mind in this regard. Our suggested support to BJP is one time testing since it is the only National Political party which has in writing committed to implement OROP at the earliest. Should they not act on this, we will go all out to oppose them. Let us ponder over “there are no permanent friends or permanent enemies”. We need to follow the “World Order Concept” of multipolarity, based on our interest “Hook on or Hook off”. We need to learn from such strategies.

3. Friends, let us increase our membership. All ESM must become the members of IESM. Please motivate others to join the Movement. All State Conveners are requested to constitute, District, City, Tehsil, Block committees in theirs states at the earliest & carry out extensive membership drive”.

It is learnt that the Secretary Department of Ex Servicemen Welfare in the Ministry of Defence has called some Ex Servicemen Organisation for discussion to form a joint approach on an alternative to ‘one rank one pension’. We in the Indian Ex Servicemen Movement (IESM) have not received any communication on the subject.

It submitted that IESM is not an organisation or an association but a federation in the form of an umbrella. It is registered under NO: DR/GGN/179 (2008-09).The IESM today represents the demand of all the over two million Ex Servicemen in the country and has been spearheading the current struggle for seeking justice.

Do allow me to mention that any decision taken without the participation of the IESM will not be binding on it.

a few days ago Retired personnel of Indian defence services on Sunday staged a massive protest rally here, to express their anguish over Central Governments delay over their long-pending demand for One Rank-One Pension.

New Delhi, Apr 12 : Retired personnel of Indian defence services on Sunday staged a massive protest rally here, to express their anguish over Central Government's delay over their long-pending demand for 'One Rank-One Pension'.

Ex-servicemen of varying ranks also returned their medals to the government.

Their demand 'One Rank-One Pension' stipulates that irrespective of the date on which the soldier retires, he should get the same pension.

The former defence personnel have cited that in absence of 'One Rank-One Pension', anomalies in the pension of two persons of same rank arise and also there are instances of hundreds of war veterans drawing lower amount of pension as compared to personnel who retired in the recent past.

"Government should have fulfilled our demands by now, but still these are not met. After trying whatever we can, we have been forced to put forth our demand in public. We want to show our unity to the country and secondly at the end of the rally we will give advice, to vote for what particular party," said Lieutenant General Raj Kadyan, Indian Ex- servicemen Movement (IESM) Chairman.

Capitalising on the demands voiced by the former uniformed personnel of defence forces, the Bharatiya Janata Party (BJP) has come forth to support their demand and in its election manifesto. The party has promised to implement the 'One Rank-One Pension' for ex-servicemen.

"We have promised in our manifesto that this pension will be tax free and the money that will be collected in the bank and the interest will have no income tax on it," said V. K. Malhotra, senior Bharatiya Janata Party leader.

The movement has now intensified since the recommendations of the Sixth Pay Commission did not address the issue of 'One Rank-One Pension'.

Dear Raj,

I had written to you (via Indian Veterans) that we should approach other parties, big and small, to put forth our reasonong and get them to endorse our stand. No doubt some may agreed, some would have been ambivalent and some totally non committal. We are putting all our eggs in one shaky basket who have already stated that in the eventuality of a coalition Govt they will try and convince other partners to support their stand.

It is a foregone conclusion that there will be a coalition Govt. It would have been possible to get a few of its partners to support our stand in the parliament, which would have added muscle to our 25 year long standing demand. All these years we really had no one to espouse our cause relentlessly.

Even now, notwithstanding the advisory, the IESM should try and approach other parties too and try and convince them to take a positive stand. This would be playing politics apolitically.

I appreciate your views. Do allow me to offer a few alarifications:

1. The IESM has nothing to do with demanding IT exemption, nor is the ESM a beneficiary. As known it applies only to the serving.
2. The IESM did not 'welcome' Advani in the manner your message seems to suggest. He came of his own volition; we merely agreed to meet him.
3. You have raised valid points against our advisory to vote for BJP. However, you have not suggested any alternative course we could have adopted in pursuit of OROP.

The most touching was from veteran Mohammad Toshi from Kashmir expressing gratitude of his colleagues for the noble work undertaken by the IESM. Support to BJP

The advisory issued on 12 April must be given the widest and the fastest dissemination. All ESM must vote and must motivate their families, relatives and friends etc to do the same. It is even more important to vote than the party one votes for. In a democracy the voter’s day comes but just once in five years and ESM should form a tradition not to miss voting that day, this time as well as in future elections.
In the limited time available, the ESM must organize, form core committees/group, contact the BJP candidate and offer all possible help even other than votes that he needs. The ESM have better organizational skills than anyone else. As a body the ESM must carry out door to door canvassing etc.
BJP victory is ESM victory.

IESM Core Gp Meeting


The Core Gp met 13 Apr. Following decisions were taken:
1. All out efforts would be made to ensure success of BJP candidates.
2. The BJP would be asked to categorically commit that should the form the government at the Centre they would implement OROP within 100 days of assuming office.
3. The Jantar Mantar venue will be wound up and the operations would henceforth be undertaken from the IESM office at 546, Sector-23, Gurgaon.
4. In view of the elections, next plan will be formulated after the new government is formed at the Centre.
5. The time interval will be utilised to increase membership, hold contact meetings with maximum ESM and build up the organisational structure down to Block level in each State.
6. A periodic newsletter in vernacular will be published in the form of a leaflet to reach out to the rank and file in the countryside.
7. The internal functioning of the Core Gp will be spruced up to improve speed of work.

Maha Rally 12 April 09

The rally was held as scheduled. There was good attendance, estimated at nearly 8,000 ESM including families. The heterogeneous mix was a notable feature. States represented were – Tamil Nadu, Karnataka, UP, Uttarkhand, HP, Punjab, Haryana, Rajasthan. ESM belonging to different organisations had assembled. At the end, approximately 2000 medals were deposited with the President.

Highlight of the day was the issue of voting advisory that the ESM had been persistently demanding. In this connection following points were made:
1. Voting is a constitutional right and everyone is free to vote as per his/her choice.
2. Vote is an important weapon in our armoury and must be used with great care and thought.
3. We must follow the principle, ‘we will help those who help us’.
4. OROP being 25 years old problem, national political parties that held power during the period were recalled – Some 11 years Congress, 5 years UPA with Congress as a dominant party and some six years NDA with the BJP as the dominant party. Neither of them sanctioned OROP.
5. Current situation is that the Congress has rejected the OROP in Dec 2008 and have made no mention of it in their new election manifesto. On the contrary, the BJP has made a specific mention in their manifesto to say that the principle of one rank one pension will be implemented. In addition their Prime Ministerial candidate Mr LK Advani visited Jantar Mantar and made a categorical commitment to implement OROP. No one from the Congress has established any contact.
6. Based on the above analysis, it seems logical that keeping in the mind the interests of the over two million Ex Servicemen vis-à-vis OROP, BJP is a better choice.
7. It was reiterated that this is only an advisory and everyone has a right vote as he/she deems fit.

The message was generally well received.

Jantar Mantar Maha Rally 12 April

An email received from Lt Gen Raj Kadyan, Chairman IESM, giving IESM SITREP for 12 Apr 09, is appended below.

The photographs taken at Jantar today will follow soon, in batches. The photos will give you a good idea of the representation from large number of states.

Another highlight of the function was a skit presented by the team of veterans from Lucknow - the skit was very well received by the audience and the media.

We will try and send you the transcript of the script. I am sure you will enjoy it.
Broadly the skit was that one ESM dressed up as Rawan; some of the ten faces were Dr Manmohan Singh, Sonia Gandhi, RM, FM and others. Another ESM was dressed up as Ram. Ram asked questions related to the problems of the ESM, Rawan gave funny answer depicting what the present Government did to ESM. At the end Rawan admitted that when he goes to heaven he will have to answer to the Almighty. Therefore, Rawan decides to give justice to ESM.

Media presence was much less compared to our last rally; reason is obvious - the election fever gets higher priority compared to the ESM rally.

I may also add here that while the ESM from distance stations came in large numbers - in spite of repeated humble requests the turn out of ESM from NCR could be counted on finger tips; I am sure you could have done better SIRS.
Some of the ESM were looking around for the President of IESL. When they came to know that President IESL had not come for the rally - the ESM became very angry and used abusive language as they felt cheated by President IESL.

Maha Rally 12 April 2009

There is a pro-IESM wave sweeping across Northern India. Reports have been flooding in of ESM from Haryana and Rajasthan joining the Rally in large numbers irrespective of their affiliation to any other organisation. Haryana alone is expected to send 10,000 participants. Resources are being mobilised. Mrs Usha Ahlawat, w/o Late Colonel DS Ahlawat, JAT, has set the ball rolling by contributing Rs 2,100.00 for the purpose.

Voting Advisory

Views are being sent on what line to take on the issue. Gist is:
1. Going by bitter experience vis-a-vis OROP, we should be chary of trusting any Party.

2. Politics being a dangerous minefield a careful trudge is advocated.

3. Language/wording should be carefully crafted and the message diplomatically conveyed.

4. The announcement should not be a free-for-all and should be made only by the Chairman towards the end. (Our numerologist has suggested that it be done at 1420 hours on 12 April).

All the above points of view deserve respect and will be kept in mind. Consideration will also be given to:

1. The environment has been seeking a clear-cut advice.
2. Pros and cons of a mid-course two-boat-ride stance versus a clear lean without ambiguity.
3. Not overlooking the fact that though the old issue of OROP has been ditched by various parties in the past, at no time had its pursuit gathered this much steam at national level and no politician will be able to brush the issue under the carpet.
Whatever advice that is given will be with due objectivity and neutrality and based only on the interests of the ESM community.

Ex-Servicemen Maha Rally at Jantar Mantar, New Delhi and Return of Medals To the President for the 4th Time on 12 April 2009 at 11 AM
Dear Members of the Media,
1. Today is the 112th day of protest at Jantar Mantar, New Delhi by the Ex Servicemen. Neither any Govt functionary has visited Jantar Mantar to talk to the Ex Servicemen nor has the UPA Govt accepted their long pending demand of One Rank One Pension. It was also surprising to know that the President was not informed of our having deposited medals on 8th and 21st Feb 2009 and that we had sought audience with her.
2. One of the reasons often heard and perceived for Govt neglect of the serving and retired Defence Personnel is that they have no “voting power”. This unfair and unjust attitude of the Govt has triggered an unprecedented wave of disaffection across the entire Armed Forces, particularly the Ex servicemen who have decided to intensify their Movement throughout the country.
3. Towards this end a Maha Rally will be held at Jantar Mantar, New Delhi on 12 April 2009 at 11 AM. Ex Servicemen, their dependents and supporters in large numbers from across the country will attend the Rally. Senior Officers in large numbers including former Chiefs are likely to attend the Rally.
4. We are glad that one major Political Party BJP has finally realised the contribution of the Defence Personnel to the Nation and has included implementation of One Rank One Pension and other commitments favourable to the Defence Services and the Ex Servicemen in their manifesto.
5. The aim of our Maha Rally is to showcase our “power of the Vote” as also to deposit medals to the Supreme Commander for the fourth time, to express our deep anguish and dismay at our continuing neglect by the present Govt. BJP Manifesto
More details of BJP manifesto are now known. The 49-page document has material relevant to us on Pages 15-16. A Regimental Brigadier I ran into during the evening walk, has two sons in the Army. He tells me of celebrations their unit officers are already having on the income tax exemption. Even though officer-centric (now may also cover JCOs after 6th PC), it is a great psychological shot in the arm.
For the veterans, the most significant line is at Para 3 (d) of the Section titled ‘DEFENDING INDIA No Compromise, No Concession’. It reads – “The principle of one rank, one pension will be implemented.”

Maha Rally on 12 Apr 2009
It is again clarified that, irrespective of the IESL keeping away, the planned Maha rally will be held at Jantar Mantar from 1100 to 1430 hours on Sunday, 12 April 2009. At the end of the rally, as before, a party will proceed to deposit the medals at the Rashtra Pati Bhawan. It is still to be known whether the Supreme Commander herself would be in station.
It is also clarified that the medals are only being deposited. We intend taking these back once our demand for OROP is met. In this connection a scanned copy of a letter written by Rashtra Pati Bhawan to the Ministry of Defence is attached, which clarifies our position.

Unity Efforts run Aground

The IESL-IESM joining up is under strain. You may recall the meeting we had in IESL HQ at 1830 hours on 27 Mar 2009. This had been scheduled after the IESL President had clarified on 26 Mar that there was no ‘lakshman rekha’ in the methods adopted to achieve our goal. The 27 Mar meeting was on request of IESL, including Brig RK Gulia, and the place, the time and the date were as suggested by him. Despite less than 24 hours notice, ten members of IESM Core Gp came for the meeting. Unfortunately, Brig Gulia did not attend himself. Reportedly, he was busy in the adjoining room with his AGM. Quite a few of our Core Gp members objected to his absence, both on grounds of propriety and practicality. Even though I was myself surprised and shared their concern, I played coolant by telling all that there must be some genuine compulsion that Brig Gulia could not attend.
During the meeting, Col Verma, Senior Vice President, Maj Gen Radhakrishnan, President Tamil Nadu ESL, Brig Kartar Singh, President Rajasthan ESL, Brig Nath, President Andhra Pradesh ESL and Col Janu, Governing Body member were present. Since Brig Gulia was himself not attending, it was a logical inference that his Senior Vice President and others had been empowered to take decisions. To assume otherwise would have rendered the whole exercise of sitting there meaningless. The decisions taken have already been included in the sitrep on 27 Mar 09. The extract:
1. There was ‘in principle’ agreement that the two would henceforth work together.
2. Each can retain its identity and fly its own flag for joint gatherings.
3. The four core demands of the IESM would form the common minimum programme.
4. The IESL agreed to join the 12 April rally at Jantar Mantar. An event-specific joint task force was constituted comprising four members from either side to button up details.
5. Depositing of medals (that the IESM is planning to do again on 12 April) was left to individuals’ choice.
It is noteworthy that the point about depositing of medals was discussed and it was decided that it be left to individuals.
On 28 Mar the members from both sides met to discuss the nitty-gritty. There were some issues of difference but nothing substantial.
Brig Gulia spoke to me on 29 March when I was on my way to Mathura. He expressed difficulty on two accounts: in sharing expenses and in attending the rally that was going to deposit medals. I told him that the first issue was resolvable. On the second issue I clearly told that we had already returned medals thrice and this is the format we have been following and would continue to follow. I also pointed out that this point was not raised in 27 Mar meeting. He kept repeating “aap dekh lena” .
Two other developments are significant. I attended the Jhajjar rally on 28 Mar and Mathura/Agra rally the next day. In Jhajjar the organizers told me that there had been a caveat from Col VK Singh of the IESL asking their members not to attend the rally. In Mathura the anchor Col Vikram Singh told me that there had been a caveat issued on 29 Mar by Brig Solanki in Meerut asking IESL members to keep away. While such reports had been coming in regularly for the last one year, I never took notice. And notice I did not take even this time. However, this ran counter to the spirit of the 27 Mar meeting and could possibly raise doubts on whether there was a disconnect between declarations and intent.
On 31 Mar Maj Gen Radhakrishnan (President TN ESL) came on a to-and-fro visit from Karnal and we met on his request. I admire his total sincerity in trying to bring the two organizations together. We had a long and detailed discussion. Some of the points that came up were (his points shown in Blue):
1. There is a strong belief that the representation through proper channel will in due course lead to OROP.
I pointed out that for the last 25 years various IESL Presidents had been making representations without OROP being sanctioned, and it cannot be
said that all of them were mere push-overs. Besides, facts run counter to such a belief; govt has already rejected OROP in Parliament.
2. There was an impression based on dialogue between the IESL delegates and the Secretary ESW that there is a positive change of perception on the
OROP.
I raised a flag of caution against such misplaced optimism and warned against falling into the trap of honey talk. Contextually speaking, I mentioned
that during our meeting on 14 Jan 09, after being briefed on OROP the Secretary ESW had remarked that till that day he had not understood OROP
and that now he did. Gen Radha looked wide-eyed in disbelief and disclosed that the Secretary had used these very words in IESL HQ on 27 March.
3. He said that while he does not see any policy change granting OROP immediately, but something substantial is likely to be announced. Continuing, he
talked of correction of an error in pension calculations due to the misinterpretation of the policy by the concerned officials.
My take was that we are not looking for corrections and compensations but a principle-based OROP decision.
4. He appealed that I reconsider the sentiments of the President IESL and find a mutually agreeable compromise.
While agreeing to a spirit of accommodation, I underscored depositing of medals being the raison d’être of IESM approach and expressed my
inability to compromise on it. I also pointed out that IESL insistence that we drop this crucial element from our efforts amounted to IESL wanting
to put conditionality for working together.
Gen Radhakrishnan resolved to continue his efforts at the unity till the last minute. I genuinely wished him success.

Media Coverage

Col Vikram Singh, who had anchored the Mathura visit Mar 29, called up to say that there has been extensive media coverage of the event. The worried Congress candidate there called him up on our remarks that:
1. No government leader has thus far come to Jantar Mantar to talk to us.
2. The President on 9 Mar 2009 told us that she had not been informed that we had already deposited the medals twice.
