ESM report 28 March 2010



Dear Colleagues,

I addressed a largely attended rally of some 2000 ESM and families in Ballia District of Eastern UP today. It has been one of the best organized rallies thus far. Compliments are due to Veteran Tej Bahadur Singh ably supported by Veterans Capt Sharma, Hav Shrivastava, Naik Anil Pathak, Lt Kameshwar Pandey and a host of others. This is my second visit in this part of UP within a month. The increasing enthusiasm is clearly visible. They have already set their sights on the next rally in Ghamar village of Azamgarh District on 25 April 2010. I assured them that maximum members from the Governing Body would attend.

Apart from updating them on the latest developments, I also announced the recent Governing Body decision that in the next few months instead of centralized rallies in Delhi, where large attendances pose administrative and financial problems, we will be organising these gatherings in the States.

Dear members of the Governing Body
A senior Indian Military Veteran Wing Cdr Mohender Pal Singh of 8 NDA Course from California visited IESM HQ and gave a Cheque of Rs 25000/- to IESM (Rs 24500 donation + Rs 500 membership Fee). It was very pleasant to listen to him. Full of ideas, enthusiasm, motivated and totally committed, he informed that he would donate this amount every year.
As I was about to thank him, he stated some thing which touched my heart deep inside and my eyes went moist. He said, he has informed the Medical Authorities to take his body for research when he dies and the amount due to him for this offering will be donated to the IESM funds.
Our heartfelt salute to him. May God bless him sound health and long life. Such Military veterans are the greatest motivators for our Movement. He has also informed that he would motivate other Military Veterans in California to contribute and support our Casue.

Dear Colleagues,

The IESM continues to describe OROP as equal rank, equal length of service, equal pension. There has been some view circulated where service in last rank is suggested as the criterion. This has been voiced many times in the past and has some merit. However, it also has an implication. An illustration may be relevant.

The select promotions for officers in our Army are not uniform for all Arms and Services. I recall in mid Seventies our BM (An Arty officer who rose to become Army Commander) was senior in service to all the three Infantry COs. Yet he was a Major because promotions in the Infantry were much faster than in Arty. Hypothetically speaking, if they were all to retire as Lt Cols, the Arty officer would have spent much shorter time in the rank of Lt Col and if service in the rank held were the criterion for OROP, he would stand to lose for no fault of his.

It also needs to be noted that the differing connotation is only applicable to officers since we all retire by age. It has no relevance to JCOs and Other Ranks who form the vast majority of pensioners; they all retire by length of service.

The definition chosen by IESM for pursuit of OROP is not perfect, as no definition would be. But it has more universal applicability. We should not change simply because it is presumed to be more difficult to implement.

3. The Govt continues to ignore our demands. What has been given to the JCOs and Jawans is no where close to the OROP. We will need to generate true perceptions of our case in the minds of the people of our country and solicit their support to our Just and Fair Cause.

REPORT OF MEDAL DEPOSIT RALLY ON 14 MARCH 2010 AT JANTAR MANTAR
Dear Veterans

The rally started at 1000h on 14 March 2010 at Jantar Mantar. By 1030h the venue was full.

The rally was attended by more than 2000 ex-servicemen and their families. Many highly decorated ex-servicemen were also present like Brig Nand Gopal MVC, who had traveled from Chennai Tamil Nadu to attend the rally. The mood in the rally was upbeat and all were thanking IESM for taking up the problems of ex-servicemen and bringing them to the centre stage. They were very appreciative of the help being given by the pension, ECHS and CSD cells of IESM. In general all have exhorted the IESM leadership to continue the fight on behalf of ex-servicemen and their families with the Govt till all our demands are accepted by the Govt. They all supported the method of protest of depositing the medals with the President and vowed to remain peaceful and within the bounds of law in our protest morchas and rallies.

Parallel rallies;
Apart from the rally at Jantar Mantar, parallel rallies were organised at Pune Maharashtra, Banguluru Karnataka and Tamil Nadu.

Speakers;
More than 30 speakers including representatives of the visiting delegations from all the states addressed the rally and confirmed their support to the IESM management and its policies of keeping the rally peaceful and within the bounds of law. They exhorted the management to increase pressure on the Govt and accept anything less than full OROP.

Gist of Speeches;
All the speakers were applauded by the crowd. All speakers encouraged the IESM to continue the fight for fulfilment of demands of ex-servicemen. Speakers after speaker blamed the Govt for the poor state ex-servicemen and their families. All present were very critical of the Govt falsehood on the floor of Lok Sabha and also the wrong impression being created by the Govt by giving false advertisements in the newspapers. All speakers were of the opinion that the Govt is spreading rumours through the newspapers and their yesmen that the OROP has been granted to the armed force personnel. Whereas the true situation is that the we are still very far from OROP. For example Govt has increased pension of a sepoy who had retired before 1997 from Rs 3045/ to Rs 4971/ and brought it at par with the sepoy who had retired after 1997 and before 1 Jan 2006. The question every speaker asked as to why the pension has not been made equal to the sepoy who has retired after 1 jan 2006? A sepoy who has retired after 1 Jan 2006 gets a pension of Rs 7045/. It is surprising that the sepoy who retires after 1 Jan 2006 gets more pension than a Havildar who had retired before 1 jan 2006. This is a complete anarchy and is not acceptable. All present shouted that we will not rest till OROP is granted for all ORs, JCOs and officers' .

Speakers also criticized the Govt policies of discarding the defence personnel after extracting juice from their life and thereafter jettisoning them. Army personnel are forced to retire after a service of 20 years and at the age of 37 to 40 years. This is the time in his life when he has maximum responsibilities and has old parents to look after but is without a job and on meagre pension. It should be the responsibility of the Govt to give him job till 60 years.

Speakers also expected more improvement in ECHS and canteen facilities to be extended to all the ex-servicemen in villages also.

Maj Gen Satbir Singh SM, Vice Chairman of IESM; Maj Gen Satbir Singh recounted the sacrifices made by the ex-servicemen and asked the Govt that why does a sepoy who had fought in 1962 against the Chinese army, in 1965 and 1971 against the Pakistani army, in 1999 in Kargil war should get less pension than the sepoy who is retiring today or after 1 Jan 2006. He roared and wanted answer of following questions from the Govt.
Had their sacrifices been less than the sacrifices made by a soldiers who are retiring today?
Was their life less important than the one retiring or serving today?
Were they lesser citizens of Mother India than the ones retiring today?
Were their families lesser citizens of Mother India than the families of the ones retiring today?
Did those soldiers and heroes faced softer bullets than the ones facing today?
Did they live in better conditions than the ones living today?
Did they serve Mother India less than the ones serving today?
If answer to all of the above questions is NO then why should, the army personnel who retired earlier than the 1 Jan 2006, draw less pension than the sepoy who is retiring today? He questioned the Govt that even Supreme court has accepted that Govt can not give different pension based on their date of retirement to the two army personnel of the same rank and length of service. He exhorted all present to go back to their villages and unite all your brothers so that we can put up a united fight against the the policies of the Govt. He further said that the Govt only listens to vote bank and with our numbers of 22 lac exservicemen we can influence a vote bank of more than one crore hence we shoud all get united and force the Govt to accept our demands. He invited all ex-servicemen associations in India to come forward and join hands with IESM and fight for the right of ex-servicemen.

He said that today is a very sad day in the history of India, because an army person who has never hesistated to give his blood for the Mother India is forced to sign a memorandum with his blood to the President (Supreme commander of defence forces in India) because our supreme commander, on whose order we have all given our life and blood to protect the integrity of our Mother land, has refused to listen to our legitimate demands (I would like to use word 'litany of woes' comments please). He informed all present that our brave soldiers from Punjab, Pune, Bangaluru, Tamil Nadu, Haryana, Rajasthan, Uttar pradesh, Himachal Pradesh and many other states have sent the memorandum signed in their blood which will be sent to the President. A total of more than 6000 ex-servicemen have signed on this memorandum.

He also informed the gathering that ex-servicemen have deposited 22000 medals at six occasions to the President for safe custody as mark of protest till our demand of OROP is granted by the Govt. Approx 5000 medals have been received today for depositing with the President. These will be taken to President house by a delegation of ex-servicemen.

He roared and asked all to join in this fight for our rights and make this Govt realise that ex-servicemen are very unhappy and angry with the treatment being given to them.

All present roared back and shouted that Gen Sabir tum lado hum tumhare saathe hain.

Unity; Maj Gen Satbir Singh invited all the members of Governing body and Core group to come on podium and confirm to all present their resolve to continue this fight till all our demands are approved. All the members of Governing body and core group came on stage and with their hands held high confirmed the unity and their resolve for the long fight.

Lt General (Emeritus) Raj Kadyan PVSM,AVSM and VSM Chairman of IESM; Lt Gen Raj Kadyan informed all that our novel method of protest has been very effective and Govt, for the first time, has accepted the principle of OROP in the speech of the President in both houses of Parliament. This could be possible only because of unsurmountable pressure created by IESM by depositing the medals to the President time and again. He informed all present that he had been getting hints through many officials that the Govt has agreed to the enhancement of pension of ex-servicemen hence ex-servicemen should now honourably take the medals back. He asked all present if they were satisfied with whatever the Govt had given and all shouted back that we would not take the medals back till OROP for all ex-servicemen was approved by the Govt.

He informed all that ex-servicemen were only depositing the medals for safe custody with the President as a mark of unhappiness and protest for government's refusal to accept their genuine and long pending demand of OROP. We would honourably take back our medals as and when our demand of OROP was approved by the Govt. Ex-servicemen can continue using the decorations and continue to enjoy all benefits which go with the medal as we are only depositing the medals and not repeat not returning them.

He thanked Brig Nand Gopal MVC who had come all the way from Tamil Nadu to attend the rally in support of demand of ex-servicemen. He requested Brig Nand Gopal to come on stage and felicitated him. He also thanked the veterans who had come from long distances and represented their states. He appreciated the presence of many families for taking the trouble of coming for the rally to show their solidarity with their brothers.

He further informed the gathering that the fight for OROP with the Govt would be long and difficult. We would have to keep patience and prepare us for a long fight. He said it was difficut to give any time frame for the approval of OROP but he was very confident that with our resolve, to keep increasing the pressure on Govt, would certainly bear fruit and OROP would come sooner than later. He informed that the countrymen are now understanding the difficulty of the ex-servicemen and are sympathatic to our demands. This is evident by the court cases in favour of the ex-servicemen.

He reminded the ex-servicemen that our protest would remain peaceful and within the bounds of law. Ex-servicemen had a very good image of a disciplined person in the society. We would ensure that this image was maintained as society looks upto ex-servicemen as a good citizen and a model citizen.

He informed the gathering that IESM had deposited 22000 medals at six different occasion. Every time IESM delegation was met by a junior officer at the Rashtrapati Bhavan despite our request to Madam President to accept the medals herself. This time also I had written to the President to accept the medals in person from the delegation. He stated that it had been decided that if the President herself did not meet the delegation the medals will be brought back and a press statement will be issued. However the memorandum signed by the ex-servicemen in their blood would be handed over to the staff at Rashtrapati bhavan. The gathering approved this strategy with a loud uproar.

Chairman once again thanked all for coming for the rally despite their other pressing works.

Medal Deposit; The table was handled by Hony Lt Kamleshwar Pandey and veteran Balathikan. Ex-servicemen enthusiastically and voluntarily deposite d their medals. A total of 5000 medals were collected including the ones received from various states represented brought by their representatives. The medals were packed in two boxes and a delegation led by Col Kirit Joshipura and Col Phulka from Punjab proceeded to the Rashtrapati Bhavan to hand over the medals to the Madam President. Despite the request by the Chairman IESM the madam President did not accept the delegation personally, hence the delegation returned back with the medals after registering their protest with the office of the President. It is very surprising that the President of India, who is the supreme commander of defence forces and on whose order the ex-servicemen had laid down their life, had no time to meet the delegation. Ex-servicemen hold protest, demand equal pension..HT New Delhi

A delegation of retired defence personnel Sunday marched to Rashtrapati Bhavan to return over 5,000 gallantry and meritorious service medals and submitted a memorandum signed in their blood, demanding "equal pension for each rank".

The retired personnel, however, did not return the medals as they wanted to give these to President Pratibha Patil in person. The president is the supreme commander of the armed forces.

"These medals are precious to us and we can't give these to anybody. As the president did not accept them personally, we brought back all the medals. We gave a memorandum signed by over 6,000 ex-servicemen with their blood," said Lieutenant-General (retired) Raj Kadyan of the Indian Ex-servicemen's Movement (IEM).

The IEM is demanding that irrespective of the date on which a soldier retires, he or she should get the same pension, which rises every time there is a wage revision.

According to Kadyan, a central government ruling on March 8, 2010, narrowed the pension gap between soldiers retired after and before January 2006 but they wanted the difference to be completely removed.

"We feel so dejected today that we are compelled to return our lifetime honours for our rights. Despite a raw deal being meted to us, we are ready to lend our support in any hostile situation," said Major-General (retired) Balbir Kataria.

Earlier in the day, around 1,000 ex-servicemen from the three defence forces held the protest at Jantar Mantar, the 18th century observatory on the edge of the commercial district of Connauht Place, and collected their gallantry medals.

"We fought for the country without caring for our lives and are now compelled to fight another battle for our rights. We are demanding one rank one pension, and as a protest are returning our honours that we won by putting our lives at stake," Commodore (retired) Lokesh Batra said.

Despite the central government rejecting their demand, the ex-servicemen have decided to continue their struggle.

"We will continue our struggle peacefully and it is a shame for the country that soldiers have to return their gallantry awards and meritorious medals," said another retired soldier who did not want to be identified.

According to IEM office-bearers, a soldier who retired before 1996 gets a monthly pension of Rs.3,670, but one who retired between 1996 and December 2005 gets Rs.4,680. A soldier who retired after January 2006 gets Rs.8,700.

Effectively then, an army havildar, who retired earlier, gets pension money that is less than what a soldier retiring after January 2006 gets, though the havildar enjoys a higher rank. The mismatch applies to all ranks, the ex-soldiers pointed out.

Dear Member of the Media,
1. The Supreme Commander of Armed Forces today did not come to receive medals at Rastrapati Bhawan being deposited by military pensioners to press their demand of One Rank One Pension (OROP). Medal Deposit Rally was organized for the Seventh time at Jantar-Mantar New Delhi today where, 2000 defence pensioners including widows had come from all States of the Country to deposit their medals and sign Memorandum to the President in Blood.
2. The Chairman of Indian Ex-Servicemen Movement (IESM) Lt Gen Raj Kadyan had earlier requested the Supreme Commander to kindly make it convenient to receive the medals from military pensioners herself. All veterans in the Rally unanimously decided to bring back the medals if her Excellency the President did not receive the medals herself. With a heavy heart the Ex Servicemen did not handover the medals when they found the Supreme Commander did not come to receive their medals herself. They however deposited the memorandum signed in Blood by 6000 of Ex-Servicemen from all parts of Country with the staff of the President.
3. Ex-Servicemen hope that the Govt will seriously consider their demand and will grant OROP at the earliest. If Govt does not sanction their demand of OROP, all ESM have decided to intensify the Movement. They have resolved to continue the movement in a lawful and disciplined manner as here-to-fore.

Dear Colleagues,
The Jantar Mantar rally was attended by approximately 2000 ESM and families today. Participants had come from many parts of the country. All compliments to the members of the Governing Body who had done meticulous planning and preparations. Every aspect was thoroughly buttoned up and 35 members took their turn at the mike to give vent to their feelings.
A memorandum signed in blood by 6,000 members and addressed to the President was handed over to the Rashtrapati Bhawan. 5,000 medals were also deposited by ESM. It had been decided to hand over the medals personally to the Supreme Commander. The Rashtrapati Bhawan had been informed accordingly. Unfortunately the Supreme Commander did not make it convenient to receive the medals in person. In accordance with the plan and as already decided the team did not hand over the medals to the staff and brought these back.
A similar rally was also organized at Bangalore by Colonel Rajan, our indefatigable member. The memorandum in blood was signed by 150 ESM (at Bangalore).

1. Notification issued by the Defence Ministry of the enhancement of pensions of old Defence Pensioners are no where near the grant of One Rank One Pension. The Committee of seven secretaries headed by the Cabinet Secretary did not recommend OROP. It equated the Pre 1997 pensions with Post 1997 and Pre 2006 Pensioners, thus removing a 12 years old anomaly. But the difference between the pre and post 1.1.2006 pensioners stays untouched. After implementation of the above notification, pre 2006 retiree Sepoy with 17 years of service will get a basic pension of Rs 5465 per month, whereas a Sepoy with same years of service who retired after 1.1.2006 is getting Rs 7045/- per month. For subsequent retirees there will be further enhancement of pensions due to the yearly increase of 3 % in the pay scales.

2. Although the Govt had announced in the Parliament on 06 Jul 2009, earmarking of Rs 2144 crores for implementation of enhancement of pensions to remove the 12 years old anomaly, no action to implement this enhancement was taken. It required the prodding by Shri Mr. LK Advani in the Lok Sabha reminding the Govt to fulfill their commitment. The Hon’ble Prime Minister in his reply on 3 & 5 Mar 2010 misinformed the Parliament that the enhancement of pensions of Jawans and JCOs had been implemented as promised while in actual fact the same has now been done on 08 Mar 2010. This indicates an indifferent attitude of the Govt towards the genuine entitlements of Defence Personnel.

3. The apathy shown by the Govt towards the genuine demand of the Ex Servicemen has driven the gallant soldiers to the wall and they have resolved to continue with the protest Movement. Accordingly, the protest scheduled on 14 Mar 2010 at Jantar Mantar New Delhi wherein a delegation led by Lt Gen Raj Kadyan, PVSM, AVSM, VSM, Chairman IESM will hand over the medals and memorandum signed in blood to Her Excellency the President who has been requested to kindly make it convenient to receive the same in person. .

4. All members of the media are requested to cover the event extensively to inform the people of India about the mistreatment of Military by the Govt.

The Hon’ble Prime Minister in his reply on 3 & 5 Mar 2010 misinformed the Parliament that the enhancement of pensions of Jawans and JCOs had been implemented as promised while in actual fact the same has now been done on 08 Mar 2010. This indicates an indifferent attitude of the Govt towards the genuine entitlements of Defence Personnel.

3. The apathy shown by the Govt towards the genuine demand of the Ex Servicemen has driven the gallant soldiers to the wall and they have resolved to continue with the protest Movement. Accordingly, the protest scheduled on 14 Mar 2010 at Jantar Mantar New Delhi wherein a delegation led by Lt Gen Raj Kadyan, PVSM, AVSM, VSM, Chairman IESM will hand over the medals and memorandum signed in blood to Her Excellency the President who has been requested to kindly make it convenient to receive the same in person. .

4. All members of the media are requested to cover the event extensively to inform the people of India about the mistreatment of Military by the Govt.

Dear Veterans

IESM congratulates Col BK Sharma and RDOA for winning the case for all veterans. Similarly congratulations also go to NK Nair and group of veterans for winning the case of pay fixation after 4CPC.

The fight is still not over and Govt machinery (means officials) will try their level best to deny to the veterans the benefits awarded by AFT on one ground or other. It is therefore important that the veterans' continue to put pressure on the Govt and keep the civilian friends informed about the injustice being done to the veterans' by the Govt.

IESM has planned a rally on 14 March at Jantar Mantar from 1000h to 1400h. Large number of veterans are expected from all corners of India to participate in the rally. Chairman and Vice Chairman will be addressing the rally along-with many more speakers. Veterans will be voluntarily depositing their medals as mark of protest of the Govt apathy and Government's refusal to accept the demands of ex-servicemen. It is for the information of the veterans that Govt does not have any solution to this novel method of protest and have been sending signals to IESM to accept the medals back. IESM intends to mount more pressure on the Govt by depositing another large quantity of the medal with the President of India and also hand over a memorandum, signed in blood, to the President of India at the rally on 14 March 2010.

It is for the information that veterans are depositing the medals with the President, safe custody, to show their anguish and neglect of the veterans by the Govt. Medals are not being returned repeat not being returned, hence veterans have the right to continue using their decorations and have right to get the benefits of the decorations. We would accept the medals back with dignity after veterans' main demand of OROP is accepted by the Govt.

Some dissidents are trying to spread wrong information about medal deposit and also attempting to create a wedge in the unity of members of IESM. It is for the information of the veterans that all the members of IESM are united together and are working with singular devotion of getting OROP and other benefits for all veterans.

I would like to clarify that Brig Harwant Singh is the founder member of IESM and has been working for the betterment of the veterans. Some dissidents are spreading wrong information about him. I reiterate that Brig Harwant Singh is one of the pillar of IESM and member of the Governing body and will continue to work for benefit of veterans.

IESM request all veterans to come to Jantar Mantar on 14 March Sunday at 1000h and participate in your fight for the upliftment of veteran's conditions. One drop of your blood and one signature will force this Govt to accept our main demand of OROP.

VETERANS COME TO JANTAR MANTAR AT 1000H ON 14 MARCH 2010 AND REGISTER YOUR PRESENCE IN THE PROTEST FOR IMPROVEMENT IN YOUR CONDITIONS. THIS IS OUR BASIC RIGHT. LET US FIGHT FOR IT TOGETHER.

Each state will give a few points of their own. Some of the points may be common. So, if we take just one point from each state another 15 odd points may get added making it to 25 points. Will we do justice to discuss so many points in the time available?
9. Use of CSD and ECHS polyclinics for promotion of IESM. Since IESM is now officially recognised by AHQ for ECHS purposes we should be allowed to use these premises to promote IESM

Dear Colleagues,
Being abroad I have been out of telephone and email communication since 20 February. I have just returned today. My apologies to those who may have called or sent an email and did not get response. Since it is not possible for me to read all the emails in the Inbox, I will request a repeat send of any email that called for action on my part. Sorry for the inconvenience.

I have read about the PMs response to an OROP query in the Parliament. His statement does not reflect the truth as already brought out by Gen Satbir in his Press release. Besides, his reported statement that deliberate efforts are being made to create a divide between the ESM and the government is unfortunate. It seems to imply that the ESM are a handmaiden acting at the behest of some political party or other grouping. This is simply not the case.

I also notice a note of regret on the part of some ESM that we failed to supply Mr Advani the statistical data. Mr Advani had been briefred on OROP and was in possession of the main issue that OROP has not been given by the government. He was also briefed that whatever pension enhancement was promised in July 2009 benefiting some 12 lac ESM has also not been implemented.

It may be known that when Mr Nitin Gadkari took over as the BJP President, I had sent him a congratulatory message. In this I had also sought a meeting on OROP giving background of their promise to grant it on the eve of last elections. After a few weeks I got a reply that only contained thanks for the felicitations without any reference to the requested meeting. I made telephonic contact and was told that he was busy at the moment and they would revert. I still wait.

All efforts are being made to keep the issue on the front burner. Besides BJP, on my request Mr Tarlochan Singh, Independent, raised the OROP issue in the Rajya Sabha. He had been given necessary details.

I also noticed an odd comment that we are ‘complaining’ on not being invited for talks with the government. I do not think anyone from the IESM management has ever complained. Our not being included in the talks is a proof of our firm stand on OROP and that we would not accept any compromise.

An occasional lament also keeps getting circulated that we should prepare tables. This point has been discussed in the past and it has been the consistent stand of the IESM that we will only pursue the concept that two retirees with equal rank and equal service be given equal pension. Tables should rightly be made by those in possession of statistical facts and figures. In the normal course these are available with the government and it should be their charter to do so. And obviously they have the data. How else could they announce the exact amount it would cost the government if and when OROP or any other enhancement is implemented?

As already announced, our next depositing of medals is scheduled on 14 March 2010. I am sure those genuinely interested in pursuit of OROP would hand over their medals. I am very hopeful of success if we continue our pressure without resorting to methods that are not in keeping with our ethos and discipline.

You are all aware of the efforts of IESM to raise the question of OROP through BJP leader Sh LK Adavani ji in the Lok Sabha on 3 March 10. In response to the question raised by Sh Advani ji, PM Sh Manmohan Singh has misled the Lok Sabha in saying that all the commitments made to ex-servicemen have been given. This was a completely incorrect statement as major recommmendation of cabinet secretary's report of parity of pension between pre 96 and post 96 retiree JCOs ORs has not been released. GOVENMENT HAD ALLOTTED RS 2140 CRORES FOR THIS PURPOSE IN THE BUDGET OF 2008-09 BUT HAS NOT ISSUED THE ORDERS FOR PAYMENT OF DUES.

IESM has planned a massive rally on 14 March Sunday at Jantar Mantar. In the rally it is planned to deposit the medals with the President for safe custody as a mark of protest and also sign the memorandum in blood to be given to the President and PM.
IESM is expecting a large congregation of ex-servicemen at Jantar Mantar on 14 March 10.

Programme is given below.

Address by the Maj Gen Satbir Singh to the gathering at 1230h.
Deposit of Medals by ex-servicemen from 1000h to 1400h.
Signing the Memorandum in blood from 1000h to 1300h, for handing over to the President, PM and RM.
Collection of memorandum signed by the ex-servicemen from the states representatives.
Three teams will be formed out of the present ex-servicemen for going to President, PM and RM's office.
Teams will leave for three locations at1400h.
Closing of the rally.
Following arrangements are planned at the venue of the rally. These arrangements will cost lot of money. IESM is looking for sponsors to fund all these programmes. IESM is thankful to all those veterans who will volunteer to fund any of the programme.

Water arrangement at the location approx ex Rs 3000.
Tea and Biscuit arrangement at the location approx ex Rs 8000.

Approximate expenditure is likely to be around Rs 2 lacs for this rally.Veterans are requested to arrange and sponsor buses from their areas/villages/towns to ferry the ex-servicemen. Veterans are also requested to choose any of the above event and sponsor it. IESM profusedly thanks all veterrans who wish to sponsor and contribute for the rally.

Some shameless chamchas of the Government are spreading rumours that those returning medals/decorations are not authorised to add such medals/ decorations to their names.
The medals are not being returned but are being deposited with the President, The Commander-in- Chief.
Those who have deposited the medals are very much legally authorised to add these medals/ decorations to his/her name.
The Government will never dare make a statement that those who have deposited medals/decoration are no longer authorised to add such awards/ decorations to their name.
I do not have to tell you – you all know what a revolt it would be if the Government commits such a grave mistake.

Returning of medals has been one move to which the Government has no answer. The public is also moved by this heart breaking move by ESM.

The recent statement of the Prime Minister in Parliament that recommendations regarding enhancement in pensions of jawans and JCOs have been implemented has created a flutter among members of the Indian Ex-servicemen (ESM) Movement.
Taking a strong exception to the statement, the vice-chairman of the ESM, Major General Satbir Singh (retd), said the reason as to why the PM made this “wrong” statement was beyond comprehension.

In an exclusive interaction with The Tribune here today, he said the way the PM brushed aside the issue of pensions of defence personnel by stating that the enhancement recommended by the committee had been implemented revealed that either the staff at his office had not correctly briefed him or the government itself was “indifferent” to their genuine entitlements.

“It is emphatically reiterated that the enhancement of pensions of jawans and JCOs as announced by the government in Parliament on July 6, 2009, and again announced by the Prime Minister on August 15, 2009, from the ramparts of the Red Fort for which Rs 2,140 had been earmarked to benefit 12 lakh ex-servicemen jawans and JCOs has not at all been implemented,” claimed Satbir Singh.

Accusing the system of damaging the morale of the ex-servicemen, he said, “It is a sad reflection of the government’s attitude that 22,000 prestigious medals have been returned to the President by ex-servicemen on six different occasions to express their anguish. Still, the government continues to ignore their main demand of one-rank-one pension.”
“Witnessing the callous attitude of the government towards our problem, we are going to intensify the protest. Ex-servicemen from all states will deposit their medals with the President for the seventh time on March 14 along with a memorandum signed in blood to express deep anguish over the apathy of the government,” said Satbir Singh.

“This is not the only pain. The President is not even granting audience to a delegation of the movement, who have been leading the protest to secure justice for defence personnel,” he alleged.

1. Indian Ex-Servicemen Movement (IESM) an organization spear heading the protest Movement since 27 Apr 2008 to get Justice to the Defence Personnel, whishes to inform the people of India that the Govt continues to do Injustice to the Armed Forces specially the Ex-Servicemen. We watched with dismay on Lok Sabha TV Channel, the Hon’ble Prime Minister Dr. Manmohan Singh making a Statement on the floor of the house that the enhancement of pensions to JCO’S and Jawans announced by the Govt on 06 July 09 has been implemented. This was in response to the statement by Hon’ble Shiri LK Adwani that OROP for which the Govt had earmarked over Rs 2100 Crores per year to benefit 12 Lacs JCO’S and Jawans has not been implemented.
2. The fact is, till today no Jawan or JCO has received any orders for the enhancement of pensions. Even the Service HQs where an inquiry was made has confirmed that orders for enhancement of pensions of JCO’S and Jawans as announced by the Govt on 06 July 2009 have not been received.

3. It is a very serious matter of impropriety by the person no less than the Hon’ble Prime Minister of India on the floor of the house. Is it that some Bureaucrat has goofed it ?. Like the 1962 war and Bombay Terror Attack, the concerned Bureaucrat will again get away unscathed.

Dear All

IESM has been spearheading the protest movement for grant of OROP and other welfare measures for ex-servicemen. IESM had established contact with many MsP and ministers in Oct/Nov 09 and asked them to raise questions in Parliament about the misleading statements of the Government. The questions were raised by BJP but the reply of the Government was not satisfactory.

Chairman of IESM had informed all ex-servicemen during the AGM on 13th Dec 09 that the Government is under tremendous pressure and has no reply to the novel method of protest of MEDAL SURRENDER adopted by the IESM. In view of above and the stand taken by the Government, IESM has decided to increase the pressure on the Government for grant of OROP. Next date for MEDAL SURRENDER has been fixed on 14 March 2010 (Sunday) from 1000h to 1400h at JANTAR MANTAR New Delhi. All ex-servicemen are requested to come on to JANTAR MANTAR on 14 March 2010 and deposit their medals for increasing pressure on the Govt.

IESM beseech all ex-servicemen to join hands in this novel method of protest and deposit maximum medals on this 14 March 2010 to the President of India. This will put unbearable pressure on the Government and force them to accept the demands of ex-servicemen. IESM is approaching ex-servicemen all over India and is planning to deposit medals in thousands on 14 March 2010.

It has also been decided that the veterans will put their signatures in blood on the memorandum. This memorandum will be presented by a delegation of IESM from all states to the President of India, Prime Minister and Defence Minister of India. All state conveners are therefore requested to urge the veterans that they voluntarily put the signatures with their blood on the memorandum. A copy of the memorandum is enclosed. All state conveners are requested to collect maximum medals from the veterans and send them through their representatives along with four copies of the memorandum signed in blood for presenting it to the Supreme commander of Armed Forces.

Travelling allowance for a group of two veterans from each state by train by AC 3 tier will be reimburesed by the IESM Hq. The representatives are requested to make their own arrangement of stay and travel in Delhi.

Please note that medal deposit and putting signature in blood on the memorandum is purely voluntary and state conveners are not to put any pressure on any veteran. However all veterans are requested to participate with full vigour and spirit in this novel method of protest.

Dear All Conveners

Further to my mail dated 24 Feb 10 for DEPOSIT OF MEDALS on 14 March 10 at Jantar Mantar and signing of a memorandum forwarded earlier to The President and copies to PM and RM, following suggestions are made in order to ensure that the Medal Deposit rally and putting signature in blood is successful and is reported across the country.
All conveners are to ensure that the blood to be syringed out of the volunteer veterans is done under medical supervision and in medically clean environment and with clean syringes. Necessary equipment like syringes, cotton and disinfactant is to be procured in sufficient quantity. Please take help of local ECHS polyclinic where ever possible. It is upto the conveners whether to sign in blood or put a dot of blood in front of the Signatures of the veterans. please follow what ever is convenient and acceptable to veterans.
This activity is completely voluntary.
Conveners will be reimbursed @ Rs 25/ per signatures in blood. This is to ensure clean environment and medically sterilized environment during the activity.
Signatures are to be done on A4 size paper in four copies as per the attachment sent earlier. It should preferably be sent to Jantar Mantar in four copies to be handed over to the President, PM, RM and one file copy. This is to ensure smooth conduct of the rally on 14 March 10.
We are looking forward to 2000 signatures in blood and 2000 strips of medals from every district of the state.
Conveners are to ensure that maximum number of medals are also collected.
Conveners are requested to arrange Medal return and signature rally in their areas on 6 or 7 March in presence media where ever possible. Medals thus collected and the blood signed sheets should reach Jantar Mantar on 14 march or latest by 11 March(if sent by courier) to IESM head office or to undersigned.
Conveners are to depute five members to represent their state(beyond 500 km from Delhi) for the Jantar Mantar rally. Representatives will be reimbursed for their travel at the rate of AC 3 Tier for their journey/ actual expenditure incurred on travel. Representatives have to make their own arrangement of stay at Delhi. Kindly ensure that banners and playcards of your state or sent alongwith them.
Conveners are requested to meet the expenditure through donations collected at local level, however in case any help is required from the IESM head office it will be provided. Please communicate app expenditure to be incurred by you.
It is proposed to make three teams to go to office of President, PM and RM for handing over the memo

This is to inform you all that a group of pre 2006 retiree Maj Gens/AVMs/ R Adms had on 26 Feb 2010 filed a class suit at AFT Chandigarh with plea to get the same relief as was given to pre 1996 retiree Maj Gen/AVMs/R Adms by the Supreme Court in the case of Maj Gen Vains and others Vs union of India. You all will be pleased to know that with the grace of God, AFT Chandigarh in its first hearing on 04 Mar 2010 at 1030 AM has granted full relief to all Pre 2006 retiree Maj Gens/AVMs/R Adms as per the above SC judgement and has ordered the Union of India to implement the judgement with in three months.

2. This is an important judgement. It will pave the way for getting similar relief for other Jawans, JCOs and Officers, if the Govt still continues to do Injustice to the Defence Personnel.

3. Our cause has been too strong and our resolve to Unite has paid off. Let all ESM of India Unite to fight for Justice. We will forward the AFT judgement as soon it is received.

4. Govt may implement the AFT judgement or appeal to SC. We will keep you informed.

5. I wish to remind all ESM to volunteer for depositing medals and signing of Memorandum to be sent to the President, PM & RM in Blood on 14 Mar 2010 at Jantar Mantar, New Delhi from 10 AM to 2 PM.

2. The manner our Hon’ble Prime Minister brushed aside the issue of Defence Personnel Pensions and misled the Parliament, the whole nation and specifically the Defence Veterans of India to say the least is “Mistreatment of Defence Forces”. Serious impropriety committed by the PM reveals the apathetic attitude of the Govt and is a betrayal to the soldier who has been the strongest pillar of Democracy.

3. We the veterans need to take our issues to the people of India and intensify our Movement to get justice.
