Dear Colleagues,
Retired Subedar Verma calls up from Faridabad complaining that the bank is not giving the 20% enhanced pension to those veterans above 80. He further complains that the DPDO at Red Fort tells the affected to approach their Record Offices. They need help.
A call from Veteran CPO Ramdev from Jhunjhunu speaks of harassment by the police of a Service widow. Help is needed.
A Veteran Sepoy Devinder calls up from a ECHS policlinic requesting intervention because having waited long to see the visiting Cardiologist, he is told that only up to token number 45 would be seen; he is 53.
And the list continues...problems ranging from individual to general.
It at least shows that the ESM have begun to have confidence in the IESM that their problems would be attended to. I do hope we measure up to their expectations.

Dear Friends,
1. All members of the Steering Committee with the positive cooperation of state, district and city convenor have been working tirelessly to run the Movement as smoothly as possible. All of us who have volunteered to do this task need to be encouraged to remain charged, motivated and enthusiastic to work for getting justice for the Defence Services. I wish to assure all ESMs of the country and specially the members of IESM that the highest form of integrity and honesty have always formed part of the cardinal principles of our functioning and management. We assure everyone the total transparency in management of funds available with the IESM.
2. However, a few of our ESM friends have made comments through e mails alleging impropriety without definite evidence, which is not only incorrect but humiliating to those who are managing the affairs. I wish to clarify the following:-
It is hereby stated that not a paisa of IESM funds has been spent while addressing ESM meetings/press conferences in support of BJP during elections.
Since, we are all part time honorary volunteers working for welfare of ESM without any staff or office support, there may have been some delay in sending acknowledgments/receipts to members for memberships fee/contributions. If any ESM who has sent his registration fee/contributions and has not yet received his receipt/acknowledgement may please write to us. Expeditious action will be taken to reply the querry.
Earlier, limited Part time staff had been employed to carryout the functions due to limited availability of funds. Shortly we will employ additional staff to speed up the office functions. Effort will be made to ensure that ESM have no reason to complain. All queries will be expeditiously dealt with.
Total collection as on 31 Mar 2009 has been Rs 2343384.00 whole total expenditure has been Rs 569363.00. FD for Rs 16 lakhs has also been made. All ESM should note that we are subject to external audit. Audited balance sheet will be placed on the website for the information of all members after submission of our IT Return.

Dear Colleagues,
An email received from Veteran T.R.Ramaswami by another ESM is reproduced below for information and dissemination to maximum of our citizens:
I am presently in the US on a tour. I have so far taken about 8 internal flights. On every flight the flight attendant asks whether there are any serving soldiers of the army, navy, air force or marines. He / she also asks whether there are any veterans. Then on behalf of the airline and all the other passengers she thanks all of them for the sacrifices they have done and that the entire country is proud of them. Only after this the other flying instructions follow.
In all malls and public places the photographs of the local residents who have fallen in action are placed at the entrance with all relevant details.
It is easy to recognise a veteran in the US. They all wear a cap proclaiming their status. Many public services and entry to museums, etc are free. Unlike India serving and retired soldiers travel in uniform in public transport in the US.
I suggest that Indian armed forces veterans should also wear a cap proclaiming their status. Perhaps serving soldiers must also make themselves more visible to the public.
On home-front many more suggestions have since come. We are grateful to all senders who have found time to do so.

I am amazed why our Veterans seem to think negative. After all, all strategies are made taking situations into account and also keeping options open.
I do feel that one of the most positive outcome of all of us deciding to support NDA was that we were successful in creating a fear of our vote bank and the Congress was rattled. UPA Government even ordered a Committee of Secretaries to which you very appropriately reacted and said nothing short of full OROP. Can they get away now. We have the support of Karan Thappar, wait for a while and Karan to anchor another programme in which he can remind the UPA of their commitment. NDA can be requested to take on the UPA in the Parliament and literally say things to the effect that "was ordering a committee of Secretaries on OROP seems to have been only a ploy to try and capture some ESM votes etc. I think all in all we are in an excellent posture with Medals also lying in deposit, lots of noises having been made, to pursue and achieve our aim of OROP.
Had we made the mistake of directly supporting UPA they would have only said "see ESM have no strength, they have finally accepted what we gave them and are therefore still supporting us".
We must move on and like true soldiers and thinking Generals among them capitalise on every opportunity to achieve our immediate aim of OROP.

Future course of action is being strategized. Efforts are on to contact maximum number of Parliament Members and impress upon them the justification of OROP. The political leaders would also be reminded of the unfinished problems of the Ex Servicemen. ESM further afield, who do not work the internet, and being telephonically contacted to remind them of and to refresh our collective resolve.

Four days after the election results the tempest is blowing over. Most knives have already been sheathed. Angry words are being replaced by constructive suggestions. It is not to say that the tirade (by some) did not yield its own gains. As the wit said, ‘when you are getting kicked from the rear, it means you are in front.’

There seems to be a lot of bouquets and brickbats thrown at both of you mainly from Army Officers. I have hardly seen an Air Force or Naval Officer giving his view. While everyone is free to give his opinion, it would have been nice to keep the background on which the IESM office bearers took the political decision, before making derogatory remarks.
I have learnt in the Staff Colege that a "bad?!!" decision taken on time is more important than a "right?!" decision taken after much deliberation and consideration of all relevant aspects. As service officers we know that decisions in battle have to be taken by the commander on the spot and not after consulting the 'whole world". Hence your decisions right or wrong were taken at a time when it was required. So what if it was not the "right" decsion??. Right or wrong is only relevant to the situation. What would all these officers have said if BJP had come to power? The mettle of a good officer is that, he considers the suggestions of his subordinates but finally he takes the decision. So the core group took the decision. You don't have to be apologetic about it.
We have only lost a battle. The long war is still to be won. So let's regroup, replan, redeploy and execute fresh battle plans.

I congratulate you for the kind of restraint and maturity with which you have acted in response to the rain of criticism that was only to be expected from the spectators - TAMASHGIRS! May be, others in the IESM too need to restrain themselves like wise rather than reacting with anger and emotion. Most of the criticism is best killed by simply ignoring it.
The IESM decision to support the BJP was absolutely justified and in no way questionable even in the hindsight. The Party had unequivocally supported our demands. In fact, they not only supported the OROP verbatim, but also went a step further to do much more for the Armed Forces in their Election Manifesto. You lent support to them in return of their support for our Cause. That has in no way diminished IESM’s apolitical credentials. Extending or denying support to any political party on the basis of issues clearly spelt out is simply an understanding of mutual help. It is a bargain which is a thousand times nobler than the blatant horse-trading ethos of our political spectrum. Dealing with political parties in a democracy is unavoidable but this ‘dealing’ is distinct from being ‘politically aligned.’
Your achievements are already laudable. The political system of the country has taken note of OROP and other related issues of the Armed Forces and ESM. The IESM movement has made them sit up. Even Congress was impelled to announce that it had instituted a Committee to bring about parity in pensions – their subsequent retraction is understandable! So, they too are listening to you. Since IESM is in no way politically tied with BJP, Congress or any other Party, we must feel free to proceed ahead. Today, the Congress Party deserves our whole hearted congratulations just as much as the BJP deserves our sympathy – even a sob or two! The King is dead; long live the King!
Sometimes negatives multiply to become positives in true mathematical sense. Outright support to the Congress candidates by the Haryana/Punjab units of IESM must have been a bitter pill for you to swallow at that time. Likewise, the IESL too has supported the Congress Party during the elections. Dear General,
I congratulate you for the kind of restraint and maturity with which you have acted in response to the rain of criticism that was only to be expected from the spectators - TAMASHGIRS! May be, others in the IESM too need to restrain themselves like wise rather than reacting with anger and emotion. Most of the criticism is best killed by simply ignoring it.
The IESM decision to support the BJP was absolutely justified and in no way questionable even in the hindsight. The Party had unequivocally supported our demands. In fact, they not only supported the OROP verbatim, but also went a step further to do much more for the Armed Forces in their Election Manifesto. You lent support to them in return of their support for our Cause. That has in no way diminished IESM’s apolitical credentials. Extending or denying support to any political party on the basis of issues clearly spelt out is simply an understanding of mutual help. It is a bargain which is a thousand times nobler than the blatant horse-trading ethos of our political spectrum. Dealing with political parties in a democracy is unavoidable but this ‘dealing’ is distinct from being ‘politically aligned.’
Your achievements are already laudable. The political system of the country has taken note of OROP and other related issues of the Armed Forces and ESM. The IESM movement has made them sit up. Even Congress was impelled to announce that it had instituted a Committee to bring about parity in pensions – their subsequent retraction is understandable! So, they too are listening to you. Since IESM is in no way politically tied with BJP, Congress or any other Party, we must feel free to proceed ahead. Today, the Congress Party deserves our whole hearted congratulations just as much as the BJP deserves our sympathy – even a sob or two! The King is dead; long live the King!
Sometimes negatives multiply to become positives in true mathematical sense. Outright support to the Congress candidates by the Haryana/Punjab units of IESM must have been a bitter pill for you to swallow at that time. Likewise, the IESL too has supported the Congress Party during the elections. (Mind you, personally I did not support the BJP, even in theory, due to the reports of actions of their cadres and atrocities in Orissa against Christians - which I clearly stated in this forum very early on)
A final point - I cannot understand why there is so much blind adherence to the concept of ESM having to be apolitical. Even VP Malik in recent writing is obsessed by the Services and ESM being 'politicised'. What on earth is meant by being 'politicised'? And why is this anathema? His seems to be a 'Pavlovian response' and not rational thought, or reasoning.

IESM: Chairman's Desk- battle for OROP

Dear Colleagues,
In the wake of election results expectedly there have been a string of emails. In their tenor these have ranged from encouraging to negative. I thank all the senders for their effort and respect the right of each ESM to express his views. It is not feasible to send individual responses. I am, therefore, using the daily sitrep for the purpose.
It needs recalling that on 8 Feb 2009 we had had a mammoth rally at Jantar Mantar. That day I had announced support for Congress during elections, provided they sanctioned OROP. The announcement was reported in the sitrep that evening. The relevant extract is: “If the current government sanctions the OROP, we will fully support it during the elections. The converse was implied, though not explicitly stated.”
I do not recall receiving a single email critical of the announcement on the grounds that we were getting politicised or were aligning with a political party. It shows that some of us are mentally still in uniform. We find a high comfort level in toeing the line of the ruling regime. However, when it comes to saying anything in favour of any other party, the accusation of ‘politicisation’ ‘personal agendas’ ‘hidden interests’ etc start flowing in.
The Congress did not respond to the above call for over two months. We then issued a similar advisory in support of BJP that had in the meantime clearly committed to implementing OROP.
The IESM Core Group is not apologetic in having issued the advisory. This was the right course to adopt at that time. The Congress had already rejected OROP and the alternative to the advisory was a status quo that we have been having for a quarter century.
Our only agenda is OROP and will continue to remain so. The outcome of an election and the acceptance of that outcome in a democracy is as much part of a legitimate process as the vote or IESM advisory. None of these changes the fact that OROP remains as unresolved as ever and the task of IESM as clear as before.
Nothing has changed for the IESM. It is still as committed to OROP as before and will continue to do everything it can to pursue this issue however arduous and long the road.
As ever, IESM welcomes any genuine ESM input and will continue contacting those not on internet for their views.

2009 elections started off with a thump– impatience with the status quo and need for change- political parties and politicians to start behaving more responsibly, differently, patriotically and honestly! It is clear that status quo has continued– lower turnout, criminals participation, tickets to renowned corrupt ministers and gender bias– no change at all! And so friends, its likely that we will be presented with more of the same on 16th May– deal making in various corridors of Delhi and issues like change, democratic mandate, election manifesto, all likely to be forgotten and ignored! If that happens hope we don’t just sit around silently and allow it to happen! Citizens need to be proactive to safeguard the security of the nation. Who else is more suited for this leading role than the Ex- Servicemen?

As you are aware the government has recently announced certain enhancement in disability pension. There have been some emails on the subject. Some affected colleagues have complained against the inadequacy of the new benefits. Some have even lamented that the IESM is not pursuing the case that is adversely affecting them. In some cases I have responded to individual members. However, I wish to use this forum to assure our ESM colleagues in receipt of disability pension that their cases, as also of those in receipt of family pension, gallantry award grants etc, are very much in the IESM charter, and will be pursued with all possible vigour at an appropriate time. As of now we are concentrating on OROP, which affects almost 100%, ESM population. Taking up too many issues simultaneously would diffuse the focus.

There are indications that the MOD is forming a committee in concert with certain ESM formations to work out some kind of parity in pensions. The chances are that the MOD will pick from the ESM certain representatives who may be amenable to accept one-time modified parity. This would then be given the colour of acceptability by the ESM community in general. Such divide-and-rule is a well known practice adopted by the govt functionaries.
As is well known, the IESM has been trying for OROP, which implies full parity for all time in future and any kind of modified parity will not meet our aspirations. Any dilution accepted by any hand-picked representative would be unfair to the efforts the ESM have put in to create the present situation and cannot be acceptable to the IESM.
In this connection, copy of a letter written by me to the Defence Minister on 19 April 2009, is given below: (below this email)

It is learnt that the Secretary Department of Ex Servicemen Welfare in the Ministry of Defence has called some Ex Servicemen Organisation for discussion to form a joint approach on an alternative to ‘one rank one pension’. We in the Indian Ex Servicemen Movement (IESM) have not received any communication on the subject.
It submitted that IESM is not an organisation or an association but a federation in the form of an umbrella. It is registered under NO: DR/GGN/179 (2008-09).The IESM today represents the demand of all the over two million Ex Servicemen in the country and has been spearheading the current struggle for seeking justice.

FIRST INFORMATION REPORT
I had the proud priveledge of Chairing a Press Conf @ NOIDA (on behalf of our IESM Movement), yesterday- 6th May. More than 50 representatives of the Print & TV Media attended. Dr Sharma- CEO & MD of Kailash Hospitals , who is the BJP nominee fm NOIDA was also present.
The Press Conf was a ' Great ' SUCCESS & greately appreciated by all who were present. Aim of the Conf was to express the Sincere Support of IESM to the BJP in the ongoing General Elections. It was made more than adequately clear to everyone, that while remaining 'apolitical' the IESM appreciates & WELCOMES the announcement of the BJP Manifesto in which (besides many other benefits) our Main demand of ESM, viz 'ONE RANK ONE PENSION'- OROP, has been promisingly assured by none other than the BJP Prime Minister in waiting- Hon'ble Shri LK Advani ji, personally on 19th March @ our IESM 'Battle-Ground' @ Jantar Mantar.
It was also made clear that while still being 'apolitical' the ESM have now understood & realised the 'Power of their Vote'. They have now become 'Politically Aware' & 'Wise' to give their valuable vote to whichever Political Party that will take care of the ESM Welfare & in the interest of National Security which has been so close & dear to our hearts during our Long years of Military Service.
The proceedings of this Press Conf have been widely covered & broadcast - both by the Print & Visual media. ... EDITED ...

Advisory to “Vote” was the last Weapon We Had
Dear Friends
1. There have been lot of comments on the Advisory issued to vote and support BJP/NDA in the Lok Sabha Polls. Both positive and negative comments have been received. While everyone has the right to his/her views, yet where interests of whole segment of society is affected, the individuals should go alongwith the Majority.
2. In the instant case injustice against the Defence Forces is a stark reality. Successive Govts have lowered our status, izzat and emoluments for the past 62 years. The Nation was governed by the Congress/UPA for 52 years. 6th Pay Commission did the biggest harm. The serving Chiefs represented twice but till date, demands put up by them and serious anomalies have not been addressed. The demands of ESM were not even looked at, leave alone considering them. At this stage, constituting another committee of secretaries on OROP is yet another ploy to mislead the ESM.
3. Our demand of OROP was unceremoniously rejected by the UPA Govt giving no valid reasons and on unethical and flimisy grounds On the other hand BJP has accepted our demands and has included it in their manifesto to implement OROPs within 100 days.
4. When all other methods had failed to make the Govt respond to our genuine demands, we decided to use the “Vote” as a weapon to achieve our aim. To make this weapon effective, it has to be used unitedly, otherwise it would yield no results. It was with this aim that an Advisory was issued. Friends under the circumstances what is wrong if we suggest to our Defence personnel to Vote unitedly and show our “Power of Vote” to get our interests looked after? It should be acceptable to all of us being legitimate democratic right. If we have to exercise our vote, we must be politically conscious of the system to enable us to vote efficiently, effectively and decisively. By doing so the Defence Personnel do not become politically aligned. It cannot be called politicisation of Defence Personnel. Even if it is so, the Govt has forced it upon us. We are only being politically wise. However, it needs to be understood that while casting your vote, if you find that particular candidate is not worthy enough or is a criminal, corrupt, dishonest etc, you may use your discretion in that case.
5. If we want to be heard and if we want justice to be given to us, then there is no other way which will work (Atleast for now based on our Indian scenario) but to be United and with “one voice” demanding justice. Defence Services will have to become strong segment of society to get justice in the democratic process.
6. So please evaluate the Advisory in the light of above and you will notice that it is only the interest of Defence Personnel which has guided us to issue such an Advisory as ONE TIME TESTING. Had the UPA Govt accepted our demands, there would not have been any necessity to issue such an Advisory. We are becoming only wiser to survive in our democratic society.
7. Friends let us stop commenting on the Advisory and Unite. Let us Vote effectively, Unitedly, and decisively in favour of the party which has committed in writing to grant OROP within 100 days.

It is learnt that the Election Commission has questioned the moral propriety of govt intentions to set up a committee to look into the defence pensioners’ problem. It seems strange. While it is possible for individuals to be unaware of the law, could the govt also be ignorant? If yes, it speaks poorly of our legal labyrinth. If not, it raises some very uncomfortable questions:
1. Does the govt announcement of a scheme that they knew cannot be implemented, betray their lack of sincerity?
2. After five years of ignoring the defence pensioners and nearly 14 months after submission of the 6th Pay Commission report, was the sudden election-eve display of compassion for defence pensioners, families and the disabled, a sham and a mere vote catching ploy?
3. Has the defence fraternity acquired a strong enough poll muscle to push a major political party to resort to such subterfuge?
The above doubts will undoubtedly haunt us as we cast our votes in a few hours from now as well as in the next phase.

Advisory by Chairman Lt Gen Raj Kadyan

Dear Colleagues,
Rumours have been ripe that the PM during his election visit to Punjab on 03 May would announce benefits for military pensioners. (In fact almost a week ago a Hindustan Times correspondent had told me of it during a telephonic interview. He then published my remarks in the Chandigarh edition of the HT– not very faithfully.) Let us wait and see what the PM announces, if he does.
The three recent benefits have been totally officer-related i.e. Lt Cols in PB4, HAG+ for 33% Lt Gens and Colonels getting their rank in 15 years instead of the earlier 20. This has expectedly sent a wrong signal to the PBOR that the system does not care for them. In the fitness of things, they should have cleared the pending point of weightage for the PBOR first. (The RM had confirmed to me during a meeting on 18 Dec 2008 that this would come through). I wonder if the Govt took/ takes any advice on such matters.

The news is out in the papers today. The government has announced constitution of a committee headed by the Cabinet Secretary to examine the issue related to old pensioners. I received several calls from the PBOR about it. While recognising that the govt is acting under pressure, mainly due to depositing of medals by the veterans, they all showed lack of faith in the sincerity of the govt. Many even endorsed what has been highlighted in the Press that with the elections in Northern States where the ESM have a sizeable population, being due in the third and the fourth phases, this is an attempt by the Congress to win them over.
The main comment to be made is that while the govt – as learnt through Press reports – wants the gap between old and new pensioners reduced, we want it removed.

There have been some Press reports that the govt is constituting two committees to work out enhancement in past pensions.

Some news reportedly said that the govt is considering substantial benefits for the old pensioners. There has been a spate of telephone calls from ESM across the country on the subject. All callers complimented the IESM for putting the govt under enough pressure to act.
In a related development it is learnt that the govt is considering enhancing pension benefits before demitting office on 16 May 2009. Following comments are merited:
1. At this stage, a mere announcement by the govt of an intended action cannot inspire the desired level of confidence.
2. To what extent the anticipated enhancement goes, is yet to be seen. However, anything short of full OROP is not likely to meet the aspirations of the ESM who have been actively involved in the movement.
3. It needs to be reiterated that our well-articulated stance has been that our struggle is not merely for money; it is for equality and justice.
Therefore, instead of giving a one-time parity – as the is rumoured to be considering - the govt must establish a service-cum-rank based equation in pension as a principle for all time. It would make little sense exulting over something that lasts only till the next pay commission.

Some news reportedly said that the govt is considering substantial benefits for the old pensioners. There has been a spate of telephone calls from ESM across the country on the subject. All callers complimented the IESM for putting the govt under enough pressure to act.
In a related development it is learnt that the govt is considering enhancing pension benefits before demitting office on 16 May 2009. Following comments are merited:
1. At this stage, a mere announcement by the govt of an intended action cannot inspire the desired level of confidence.
2. To what extent the anticipated enhancement goes, is yet to be seen. However, anything short of full OROP is not likely to meet the aspirations of the ESM who have been actively involved in the movement.
3. It needs to be reiterated that our well-articulated stance has been that our struggle is not merely for money; it is for equality and justice.
Therefore, instead of giving a one-time parity – as the is rumoured to be considering - the govt must establish a service-cum-rank based equation in pension as a principle for all time. It would make little sense exulting over something that lasts only till the next pay commission.

Gen Aditya Jaini and self visited Sikar today and addressed an ESM gathering of approximately 400, including families. Brigadier, Kartar Singh, Brig Bhagwan Singh, Brig Arya, Col Janu and Col Munshi were others who shared the stage. The event was organised by 75 years old Veteran Sub Bhagwan Singh of 1 JAT, who as President of the Sikar Ex Services League has acquired a reputation for punctiliousness.
The reasons why we are supporting the BJP in the elections were explained, understood and were loudly applauded.

Dear Colleagues,
Rumours have been ripe that the PM during his election visit to Punjab on 03 May would announce benefits for military pensioners. (In fact almost a week ago a Hindustan Times correspondent had told me of it during a telephonic interview. He then published my remarks in the Chandigarh edition of the HT – not very faithfully.) Let us wait and see what the PM announces, if he does.
The three recent benefits have been totally officer-related i.e. Lt Cols in PB4, HAG+ for 33% Lt Gens and Colonels getting their rank in 15 years instead of the earlier 20. This has expectedly sent a wrong signal to the PBOR that the system does not care for them. In the fitness of things, they should have cleared the pending point of weightage for the PBOR first. (The RM had confirmed to me during a meeting on 18 Dec 2008 that this would come through). I wonder if the Govt took/takes any advice on such matters.
