There appears to be a communication gap. Allow me to point out a few clarifications.



It has been the IESM consistent stand that OROP is a demand for equation of old pensioners with the present ones. Since the benchmark for the latter already exists, it can have only one figure and there is no need for any tables. Admiral Ghose, with his experience of Pay Commissions, keeps educating our Steering Committee with various data. However, he could not have sent you an ‘IESM table’. Your reference to a table as the IESM table "( based on a paper written by Vice Admiral Ghose on behalf of IESM forwarded to us by an ESM)" does not match with facts. The very mention by you that you received it from an ESM points to its lack of authenticity.



Since IESM have been conceptually against tables, your contention that I supported a particular table or set of figures by saying "Lt General Kadyan insisted that the Tables proposed by IESM, (which are less beneficial to pensioners)", are more logical needs correcting. OROP means equating the past pensions with the present, and cannot have higher or lower figures.







I am quoting below my sitrep dated 03 Jun 09:





The grapevine has it that the government is wanting to grant a one-time parity instead of OROP as a principle. To legitimise their escape route they are reportedly looking for some ESM willing to endorse it to give their action a façade of acceptability by the ESM community.

As would be seen I had no idea that a committee had already been formed and what was its composition. My remark was directed at the government and not at any of the esteemed colleagues. I had even clarified it to you when you mentioned it during our 15 June meeting. However, in your email ibid you have misquoted me to say:

I mentioned to Lt General Kadyan that he had mentioned in one of his sitreps that ex-service members of the Committee formed by MoD are pliable and may agree to whatever Mod decides.

Your changing the text conveys a meaning other than intended.

While on the subject, you may wish to clarify whether in your presentation to the Cabinet Secretary’s Committee, only one table table was presented or were there four different sets of figures given out? If it was the latter, then you will agree, what was being sought was Committee’s approval of the lowest of these four sets of figures, which some would construe as a compromise.

Dear Colleagues,

In the last couple of weeks various proposed OROP tables have been doing the rounds of the net. The ESM who have produced these have been painstaking in their research and deserve our gratitude. The recommended figures in different tables vary. Something seems amiss. OROP is simply seeking equation of old pensions with the new ones. Rank-to-rank and service-to-service we should not ask for less than the new pensions and we cannot ask for more than these. Since the benchmark for the latter is already fixed and changing it is beyond our purview, it reduces OROP to a mere arithmetic equation that obviates the need for intricate tables.
The government decision is expected any time. There is a possibility that if the government does not sanction OROP in full, the issue will be raised in the Parliament.

Plank of Bureaucracy
To keep the ESM organisations in bitter battle amongst themselves the bureaucracy has invited Proposed Pension Tables from various ESM Organisations. What a waste of time! We just need to stick to Pension Parity, Uniform Rank based Pension for all Ranks or Absolute Parity in Pension. Let us not fall into the bureaucracy trappings.

One Rank One Pension


General

The Ex Servicemen community is greatly enthused by the new government having included re-examination of the ‘one rank one pension’ (OROP) issue in the Presidential address to the Joint Session of the Parliament on 4 June 2009. This is the first time this long pending request has received its due acceptance. It is fervently hoped the issue would be resolved to the satisfaction of the Ex Servicemen who have long been requesting it.


Concept of OROP

OROP is a request for equal pension for all defence pensioners retiring in the same rank and after equal length of service, irrespective of their date of retirement.

Details of the OROP Request

All past pensioners should get the same pension as is given to their rank-to-rank and service-to-service peers that are retiring now.
The date of applicability of revised pensions should be the same as the date of applicability of the VI Pay Commission i.e. 1.1.2006.
OROP should be made into a permanent arrangement so that the pensions of old retirees remain equated with the current retirees all the time to come and this issue does not arise again.
If there are any changes in the Pension Regulations concerning Disability Pension, War Injury pay, Family Pension and the like, the above principle of equity should equally apply to such past pensioners also.

1. With serious concern, we wish to inform all ESM organisatins and ESM that inspite of efforts by all of us, the Govt is planning to sanction only modified OROP. This will not be fair to the ESM who have been agitating ever since the 6th CPC recommendations were made public.

2. It is also reliably learnt that IESL Team which was invited by the Cabinet secretary besides AFA and War Disabled Association reps to give presentation on OROP, gave four options diluting the proposal in the descending order. We are at loss to know the reasons for giving such options to the Govt. There is only one interpretation of One Rank One Pension ie :-

· All past pensioners should get the same pension as is given to their rank-to-rank and service-to-service peers that are retiring now.

· The date of applicability of revised pensions should be the same as the date of applicability of the VI Pay Commission i.e. 1.1.2006.

· OROP should be made into a permanent arrangement so that the pensions of old retirees remain equated with the current retirees all the time to come and this issue does not arise again.

· If there are any changes in the Pension Regulations concerning Disability Pension, War Injury pay, Family Pension and the like, the above principle of equity should equally apply to such past pensioners also.
3. IESL Team by diluting the OROP case has harmed the interests of 2.4 million ESM who were waiting for the Justice from the Govt. Gen Raj Kadyan had submitted the IESM proposal of grant OROP to the RM and Cabinet Secretary (Copy is attached). Though, we met the RM, we were not included in the discussion for the reasons best known to the Cabinet Secretary.
4. We will continue to carry forward our mission of Justice to Defence Personnel till our demands are fully met. We seek you cooperation. All ESM Organisations and ESM must join the IESM and strengthen the Movement. Our plans to commemorate the Kargil Diwas have already been forwarded. Our future course of action to get Justice to the Defence Personnel will be announced shortly.

Breaking News
Centre working on next-best option to one-rank, one-pay
26 Jun 2009, 0443 hrs

NEW DELHI: The government seems all set to upwardly revise pension of ex-servicemen to bring them closer to the long-demanded "one-rank, one-pension" mechanism.

Though holding that full OROP is neither financially nor administratively possible, the government promises to resolve the existing anomalies in the pension structures of ex-servicemen which have been accentuated by the 6th Pay Commission.

On Thursday, cabinet secretary K M Chandrasekhar, who heads the committee of secretaries (CoS) looking into the issue, made a presentation to Prime Minister Manmohan Singh. He is also said to have discussed the pros and cons of granting the OROP demand based on the nearly two-month study that the committee carried out on the subject.

Others present during the presentation included finance minister Pranab Mukherjee, defence minister A K Antony, home minister P Chidambaram and minister of state (personnel) Prithviraj Chavan. The UPA government has already committed itself to taking a decision on the subject by the end of June in President Pratibha Patil’s address to the joint sitting of Parliament on June 4, 2009.

Just before the crucial fourth phase of polling on May 7, the defence ministry had declared that a committee headed by the cabinet secretary had been constituted to "reduce the gap in the pensionary benefits to officers and jawans, bringing it as close to OROP as possible".

Pension Parity Trivia

The ESM Pension is an income support payment which is inflation compensatory and non- erodible till death.

A War Disablement Pension is not compensation for an injury, it is a compensatory payment designed to counterbalance the impact of the injury on a Jawan’s quality of life.

A ESM can have War Disablement/ injury Pension coverage for any number of different disabilities.

A War Disablement Pension is a tax free, life time entitlement.

The largest number of Disablement Pension claims are for hearing loss but seldom granted.


Pension Parity: Demands of Ex- Servicemen
The veterans of armed forces “Agitations by military veterans” by retired Vice-Admiral Premvir Das, April 1 have been peacefully fighting for “one rank, one pension” and other injustices. These demands were presented to various political parties who accepted these as genuine and promised to give justice to the defence personnel.

The implementation of the 6th CPC has humiliated not only the veterans but also those in service. So far, the authorities have only promised to remove some anomalies. Even the ultimate sacrifices of the defence personnel have not been able to rouse the conscience of the authorities.

The returning of medals by the veterans was a peaceful, disciplined and authentic way of protest. However, our authorities react only when the situation goes beyond control and the public property and the people suffer.

The veterans do not get any travel concessions. Rather, their civilian counterparts in the government get better travelling facilities and pension benefits.

Recently, the defence forces expressed resentment against the report of the 6th Central Pay Commission. Ultimately, the government agreed to make many concessions and demand for a separate pay commission for the defence forces was also accepted. Very often, the defence personnel proclaim that they are the defenders of Indian borders. But, they forget that this is their primary duty. However, the demand for “one rank, one pension” is not unjustified. Instead, they should ask for parity in pension up to 2006, as the civilian pensioners are demanding. But they should refrain from returning their medals.

Background
The Supreme Commander of Armed Forces Mrs Pratibha Patil on 04 June 2009 announced that long pending demand of One Rank One Pension (OROP) of the Defence Forces will be reexamined and decision arrived at by 30 June 2009. The announcement has been widely welcomed by the Defence personnel specially the Ex-Servicemen who have been agitating for the past one year to press for their demands specially the One Rank One Pension. Deeply hurt and anguished at the apathy shown by the Govt in not accepting their main demand of OROP, they on four occasions deposited over 15000 gallantry and distinguished service medals with the President.

The Indian Ex-servicemen Movement (IESM,) an umbrella organization for all Ex Servicemen of India appeals to the Govt that the committee headed by Mr Chandrasekhar must not dilute the Definition of OROP ie irrespective of the date of retirement, the Defence Personnel who have rendered same years of service and holding same rank must get same pension. Only the grant of Full Parity with the new pensioners will meet the ends of justice.

We appeal to the Govt to accept the concept of One Rank One Pension with full Parity and make it the policy for grant of pensions to the Defence Personnel. Any other thoughts/proposal of One Time increase/ modified parity/ near parity will not be in line with the “Just and Fair” solution to the emotive issue of OROP. We are hopeful that the Govt will give due consideration to this important aspect of Defence Forces.

Kargil Divas 19-26 July 2009 Programme

Dear Friends
1. 26 July 1999 was the Day when our Armed Forces recaptured the last Hill Top from the Pakistan infiltrators. Our Armed Forces personnel have always demonstrated the gallant fighting spirit to safe guard the sovereignty of our great Nation. The Steering Committee of IESM after detailed deliberations and wider interaction with other ESM organizations and ESM has decided to relive the Kargil War through participative events across country involving the citizenry from 19– 26 July 2009. The plan of action for the events is attached.
2. Certain cities have been suggested for conducting the events. However, based on the local situation and conditions State convenors in consultation with district/ city committees may make suitable changes and conduct the events in the most befitting manner. Additional locations where the events may be held in various states/cities may be planned. State convenors may kingly send the final plan of action to the undersigned. After action reports may also be sent to the undersigned.
3. Maximum participation of ESM and citizens of the country be organized to ensure that the countrymen specially the youth adequately know about, the noblest profession- the profession of arms which demands the supreme sacrifice of life to safe guard the freedom and sovereignty of the country. The events should be planned and executed with intensity from 19 – 26 Jul 2009.
4. Maximum publicity be given to the plan of action. All ESM organizations and ESM having liaison with the media both print and electronic are requested to arrange maximum media coverage. We also plan to request Cinema Halls owners and TV Channels to run one free show throughout the country of the movie “Lakhsh” during the week 19 – 26 Jul 2009 by giving wide publicity for the same.
5. May we request the ESM having flair for writing to write articles, anecdotes heroic deeds/stories of our soldiers and get these published in various national/local dailies/periodical.
6. The whole nation is requested to join the IESM in conducting the planned events in the most befitting manner. NGOs, corporates, social organizations and all other institutions are requested to pool in and volunteer to assist in conducting the events. ESM working with various organizations are requested to coordinate assistance and cooperation from their respective organizations. All such information may please be sent to the undersigned.
7. We are also looking for additions to our events from volunteer organizations. ESM may kindly help in this regard with finalized action plans.
8. Friends, let us remind ourselves:
Ours is the finest professional Army in the world (the term includes all three services Army, Navy and Air force). Our leaders lead from the front. We have the highest officers to Jawan martyrdom ratio in the world. “Yeh Dil Mange Mor” (were the words of Capt Thapar the gallant officer who kissed martyrdom during the Kargil War. Our Defence Personnel are ready to sacrifice their lives without counting any thing in return. 18 Widows in one operation from our village of Haryana. 12 of them are the members of IESM. 2- 3 dead bodies of our soldiers arrive at various air fields of the country every day even when there is no War, fighting the terrorists and militants. The martyrs remind the nation:

Dear Colleagues,
A delegation comprising Admiral Barin Ghose, Gen Satbir Singh, Hony Capt JS Rathi, Hony Capt Jai Chand, MWO Bala, Dfr Jai Singh and self met the Defence Minister on 20 Jun 2009. After felicitating him for his reappointment as the Defence Minister and thanking him for having the OROP issue included in the Presidential address to the two Houses of Parliament, we renewed our request for implementing OROP. We encapsulated its concept.
Mr Antony suggested that on OROP we should work with members of the Government committee mandated to resolve the OROP issue as well as with the RRM, Mr Mr Pallam Raju, who is handling the subject. We promised to fully cooperate with them and would render all possible help to find a solution to this long standing problem.
Following on, I wrote to Mr Pallam Raju and Secretary Ex Servicemen Welfare Department giving reference of and summarising our earlier meeting with the RM.
After every meeting with Mr Antony, at least I come away deeply impressed with his honesty of purpose, his sincerity and his genuine concern for the welfare of Ex Servicemen. His body language is encouraging and despite his frugality with words he creates a positive impression. One does sincerely hope his intent gets translated into results.

Dear Colleagues,
Received an early morning call from an IESM District head in Haryana. His ESM team were always there for all the Jantar Mantar shows and were one of the first to voluntarily deposit their medals to press the government to accept OROP. Today he was agitated and complained against IESL claim (made in the Hindi Tribune, 16 June 2009) that it is with the efforts of Brig RK Gulia alone that the government has agreed to grant the long standing demand of OROP. In the newspaper report the IESL also severely criticised the ‘small ESM organisations’ for depositing their medals with the President.
It is not my intention to join issue with anyone or be judgemental. I only make a truthful report; readers can form their own opinions.

IESL double game....exposed....by Brig Gulia

Dear Friends

1. Photocopy of a News Published in Hindi Tribune dated 16 June 2009 page 2 is attached for your perusal please.

2. It is very evident from the contents of the above News that IESL headed by Brig Gulia is playing a double game. The attitude of running with the hare and hunting with the hounds is most deplorable and needs to be taken note of by all veterans.
3. It is very despicable that while we have extended our hand in good faith to the IESL on a number of occasions in order to forge a United Voice of all ESM in getting Justice for Defence Personnel, the same has not been reciprocated by him. On the contrary, Brig Gulia has called all other organizations, which include the IESM (a massive mass movement spread all over the country in over 26 states), as small organizations, shows his insight. His calling the depositing of medals by ESM to the President as an act warranting severe condemnation shows his indifferent attitude towards the anguish and hurt feelings of the ESM for the rejection of their just and fair demand of OROP and the apathy of the Govt to our one year’s protest Movement which included Dharnas, Relay Hunger Strikes, arrests of veterans and members of the their families. IESL is totally divorced from the ground realities and instead of espousing the cause of ESM, it is ipso- facto harming their interests by such actions. One really wonders what his compulsions could be in making such negative statements, damaging the cause of ESM, unless he has ulterior motives best known to him. It is pertinent to note that the role of IESL has all along been at cross purposes with the demands of ESM. Now that the success appears to be at hand, IESL has jumped into the arena from the blue, taking credit for it.

The meeting of the heads of ESM organizations was held at 1600 hours on 11 Jun 09 as scheduled. Following ESM organizations were represented:

Admiral Harinder Singh (Naval Foundation) could not make due to his sudden admission in hospital.

Brig RK Gulia (IESL) had conveyed regrets for his inability to attend due to a prior engagement.

Following decisions were taken:

· All agreed on a joint approach to pursue OROP.


· A Task Force should be constituted on preparing a case that would be jointly forwarded to the government.


· Admiral Barin Ghose was nominated as the IESM representative for the Task Force.


· Colonel Satwant Singh agreed to forward the name of RDOA nominee.


· Names of nominees from IESL will be requested.

Dear Colleagues,
We all know that OROP is currently under active consideration of the Govt and the Cabinet Secretary’s committee is due to make its report by the end of this month. We also know what mountains all of us in the ESM community had to move to bring OROP issue to this stage. Every organization has been working for this goal in its own way. It is now more essential than ever that every ESM speaks with one voice.
In keeping with the wishes of the environment, and in order to dispel all doubts of any perceived lack of unity among the ESM on the subject of OROP, it is proposed to organise a joint sitting of heads of all the ESM organisations of the three Services. Details are as under:
Date - 11 June 2009 (Thursday)
Time - 1600 hours
Venue - Pool Side Bar Room, DSOI, Dhaula Kuan, Delhi Cantt.
Agenda - To devise a common stand and coordinate our activities to further enhance our chances of OROP.
Presidents/Chairmen/Heads of all ESM organisations are requested to make it convenient to attend. They are welcome to bring along any colleague, if desired.
Total number attending may kindly be conveyed telephonically to me in advance to button up logistics.

Dear Colleagues,

On the Kargil Diwas (26 July) this year, the IESM plans to project a positive image in the society. In addition to paying the traditional homage to our brave martyrs at the war memorials, we plan to organise blood donations. For those above 60, who are not allowed to donate blood, signing of pledges for organ donation will be included. Participation is planned to be widened to include civilians in our campaign. Free medical checks can also be on the roaster. The events can/should be organised at all major metros in the country that have a significant ESM population. Media can be contacted to cover the events. This is still a broad-brush plan. Details are being shaped up. Views are welcome.

An MP informed me that Arun Jaitley of the BJP raised the OROP issue in the Rajya Sabha today. Reportedly, accusing the Congress of stealing the BJP manifesto on OROP, he told the govt to implement it straightaway and that there is no need for a committee for this purpose.

Dear Colleagues,

There is cause for apprehension that the government might not want to give OROP. Instead they may offer some kind of increase with a view to reducing the gap between the old and new pensioners. Such a step would be most unfair to those ESM who have been long struggling for equity and justice through total parity. It is fervently hoped that no veteran either individually or part of an ESM organisation would recommend, support or accept anything that falls short of OROP.

It is reasonable to assume that the government is fully cognisant of what OROP implies. They have even computed its cost, as widely reported in the media. No one could have worked out its financial outlay without understanding OROP.

Dear Colleagues,

I could not watch the TV in daytime today. However, from around midday onwards there has been a flurry of telephone calls from different parts of the country on the President’s address to the joint session of the Parliament. Everyone is applauding the efforts of the IESM in getting OROP to the point that it has reached. I pass it on to my colleagues who weathered it out on the Jantar Mantar pavement.
The exact words used by the President in her address will be known only through the print media on June 5. However, one is happy that the government has considered OROP issue important enough to be included in the Presidential address. One also hopes that the OROP is sanctioned in full without riders so as to give the veterans a sense of justice.

IESM Core Group meeting on 30 May 2009

The IESM Core Gp met as scheduled. The participants included the members from NCR (Sharan Ahuja, Vinod Gandhi, Aditya Jaini, Kanwar Bhardwaj, Barin Ghose, Rakesh Chaturvedi, Pravesh Renjen, CK Sharma, Satbir Singh, Raj Kadyan) as well as Rajan from Bangalore.

A very useful meeting that lasted from 1600 to 2015 hours. The agenda included many points that were received from ESM friends.

The meeting is to continue May 31.
