The RMS forum is a not for profit organization. It is free and there is no fees for membership. We were formed to provide information to the Ex- Servicemen (ESM) who have served honourably in the Indian Armed Forces. The forum has been established to provide a strong sense of pride and mutual support for all who have served our nation in the armed forces. It will also promote a positive image of military veterans and champion their interests.

We are proud to be ex- servicemen comprising of all Sepoys, Non Commissioned Officers, Junior commissioned Officers and the Commissioned Officers. There are universal truths that inspire men. These truths are written in the histories of all great nations, and address directly the the influence of the "Soldiers" on the traditions shaping the character of a nation. The ESM brotherhood is part of that tradition. We have served our nation and in many cases have risked our lives in it's defense. And in the tradition of soldiers around the world, we adhere to a different code, different customs, and different protocals. The love we have for our nation is very strong.

We are about pride and unity among our nation's ESM/ ESM organisations and communities. It is our mission as a forum to focus attention both locally and nationally on the positive contributions made by military veterans. We believe our duty and our opportunity to support our fellow veterans did not end with military service alone. So through our actions, our community involvement, and our dedication to this cause, we hope to perpetuate the feeling of pride and belonging amongst our ESM community.

We are not alone in this endeavor. We recognize that no single organization can provide for the needs of all veterans. We are but one of many and in the spirit of our fraternity we support all organizations, forums, and ESM groups, whose sole mission is to perpetrate, pride, and respect our nations Ex- Service Personnel. As proud members we are bound by our honour, the military ethics code, AND THE LAWS OF THIS ANCIENT NATION, to promote a positive image for all veterans. We welcome any veteran who has served our nation honourably and who believes in the RULE OF LAW.

WE ARE NON- TERRITORIAL, APOLITICAL AND NON- ATTITUDINAL. WE ARE NOT INTERESTED IN THE BUSINESS OF SPINNING MONEY, WE ARE MERE VOLUNTEERS WITH NO MOTIVES.

Some doubts have arisen in the minds of some ESM consequent to our advisory on the eve of last Lok Sabha elections. It is hereby once again emphasized that our advisory was purely issue based one time support in keeping with the interests of the ESM. It is clarified that IESM is a Movement to get Justice to the Defence Services and it is not aligned to any political party ie Congress, BJP, Akalidal, INDLD, SP, BSP, JD, RJD, CPI, CPM, NCP etc. Our support will be issue based and will be entirely governed by the interests and welfare of ESM.

INDIAN EX SERVICEMEN MOVEMENT (IESM) ORGANISATIONRESTRUCTURE HARYANA: EXTENSIVE MEMBERSHIP DRIVE

Dear Friends,

1. All Indian Veterans Meet on 30 Aug 2009 to commemorate 1st Raising Day of IESM at NOIDA was purposeful, analytical and greatly satisfying to search for the strategy and action plans for the “Future”. Large number of suggestions were made by participants. We are also receiving large number of suggestions through the mails and telephone calls.

2. One of the major suggestions received is to increase our reach in length, breadth and depth in the country through extensive membership drive. Haryana counts for over 3.5 lakhs ESM. As a pilot project, the steering committee has decided to restructure IESM organization in Haryana & Punjab to achieve our aims of extensive membership drive and to extensively execute the Movement. We will extend the experiment to other States subsequently.

3. Haryana. IESM structure in Haryana will be as under:-

(a) Districts of Panchkula, Ambala, Kurkshetra,
Panipat, Karnal, Yamunagar -Convenor Brig Krian Krishan

(b) Districts Bhiwani Jhajjar, Hisar, Rohtak,
Jind, Kaithal, Sirsa, Sonipat -Convenor Col MS Dhankar

(c) Districts Gurgaon, Rewari,
Mohindergarh -Convenor Col BS Kaushal

(d) Convenors are requested to constitute their own regional committees consisting of 5 – 7 members (Officers, JCOs and ORs). They are also requested to constitute district, city, tehsil and block committees each consisting of 3 -5 members. The details may please be forwarded to the IESM Central HQ by 15 Oct 09 positively.

(e) The ESM population in Haryana is 3.5 lakhs. Convenors are requested to achieve 10 percent membership ie 35000 by 31 Dec 2009.

4. Zonal Coordinator. Bring Harwant Singh who is also the member of central HQ steering committee is nominated to be zonal coordinator of Punjab ,Chandigarh and Haryana. He is tasked to coordinate IESM activities in Haryana, Chandigarh and Punjab & achieve the target of 110000 members Punjab 70000 + Haryana 35000 + Chandigarh) by 31 Dec 2009.

5. Well friends let us together make IESM an Umbrella organization of all ESM organizations of India and to deliver positive outcomes to get their due Justice for them.

6. Convenors of All other States are also requested to nominate their district, city, tehsil and block committees by 15 Oct 2009 positively and forward details to the Central HQ. Extensive membership drive may please be launched to achieve membership target of five percent of the total population of the respective States by 31 Dec 2009.

ARE EXSERVICEMEN PROTESTING BY GROUP CAPTAIN VK GANDHI

It was a moral agreement between the Government of India and the soldiers of Indian defense forces that a soldier would fight with all his might without caring for his life and the Government on its part will ensure dignified living for him during active service and post retirement. Government will also take care of his family if he is martyred in protecting the sovereignty of the country.

While the soldier has always lived up to his oath and fought wars in 1947, 1962, 1965, 1971 and Kargil war in 1999, has the Government fulfilled its part of promise? A soldier never asked a question about the sanctity of the war. He willfully and happily sacrificed his life whenever ordered without caring for his family. The question is has the Government lived up to its promise of giving a soldier a life of dignity during and after active service and most importantly after his martyrdom? The answer is NO. On the contrary the Government willfully and in a planned manner has been lowering the status of a soldier since independence. A soldier in uniform has no right to protest as any form of protest is considered disobedience and is punishable by court martial. Hence he has no alternative than to accept this down gradation of his status vis a vis other central Government services. It is important to mention here that a soldier is forced to retire from active service when he has completed 20 years (around 36 to 38 yrs of age) service while all his counterparts in central Government services work up to 60 years of age. This is the requirement of armed forces to keep them young. Does this mean that to keep armed forces young Government should be so cruel to throw out the brave soldier? Why should he not be absorbed in other central Government organizations on being retired from combatant duty of defense services? This will ensure a trained and disciplined man to that organization and assured career to the fouji till 60 years of age. Another point of import here is that a civil Government employee gets enhancement in his pay and allowances through four pay commissions (one in every ten years) in 40 years of service whereas a soldier gets benefit of only two pay commissions in his span of 20 years of service. Hence a soldier, who is always facing bullets and risk to his life, is at major disadvantage viz a viz a civilian counterpart who has desk job with other unwritten perks.

Let us take an example of military vs. police service. Two young men of same age and same education background decide to join government service. One joins military and the other the police service. Both retire in their lowest rank of Sepoy/Constable. If they both are living today at the age of 75 years, then their total earning differential, to the disadvantage of the Sepoy would be rupees 47 lacs. The difference for a Naik/Head constable is 39 lacs. For Havildar/ASI it is 29 lacs. It carries on similarly. For a Sub Major/DSP it is 15 lacs. We can see how demoralizing this can be for a soldier. All figures are approximates based on the recommendations of 6 CPC.

In defense forces a person holding a senior rank is always considered with reverence and is always respected while in service and after retirement. He is permitted to still quote his rank after retirement. Today the situation has become so bad that a retired sepoy is getting more pension than a havildar who had retired say 10 years back. This situation is hurting his moral fibre and destabilizing the finely balanced social structure. Recently retired Maj Gen had approached the courts as their pension was fixed less than Brigadiers. They have won the case in the courts and Government is forced to increase their pension under the order of Supreme Court.

Only solution to this difficult problem is One Rank One Pension (OROP) for the retired soldiers. This means same pension for equal rank and equal length of service for all retired soldiers. Government is refusing to accept this principle for the retired soldiers while all MsP, MsLA, Judges and 95% of bureaucrats of secretary level (95% of the bureaucrats reach the level of secretary) and only 1% of army officers of General rank (only 1% of the army officers reach the lever General) are entitled to same pension irrespective of their date of retirement. Non application of this principle and refusal to grant OROP to the ex-servicemen is gross injustice to the loyal defense forces of India.

It is the moral duty of the Government to look after the interest of a soldier whereas on the contrary Government is even refusing to give Ex-servicemen their due. Ex-servicemen under the banner of Indian ex-servicemen movement (IESM) are protesting peacefully against this apathy of the Government and holding rallies for last one year at Jantar mantar. Government has steadfastly refused to even talk to the ex-servicemen. Frustrated with the Government apathy, Ex-servicemen have devised a novel method of protest. They have decided to deposit their hard earned medals to the President of India, supreme commander of Indian defense forces, for safe custody and will take them back only once their demand of OROP, for all ranks, is accepted. It is very painful for a soldier to part with his gallantry medals as these are very dear to him and he is very proud of them. He keeps narrating the stories of bravery and award of these medals to his children and entire village. Every soldier has only one wish that when he dies, his hard earned gallantry medals would still be decorating his chest. If a soldier has decided to return his bravery medals to the President it means he is in real anguish.

Ex-servicemen have so for deposited 20000 medals in four tranches to the President of India on the call given by IESM. They have vowed to continue this peaceful and yet very effective method of protest till their demands are met. Next date of return of medals is 25 Oct 2009.

In consonance with the decision taken in this regard, another tranche of medals was deposited with the Rashtrapati Bhawan on 13 Sep 2009. All credit to the Steering Committee members who through their deep personal commitment made the event a grand success. 5000 medals were deposited by the delegation of ten led by Gen PK Renjen, which included Sqn Ldr Dhiman, WO Balakrishnan, WO KS Rohil, Sub Phool Singh Samoda, Sub DS Yadav, Sub Hari Singh, Hony Capt Dhir Singh, Sub Maj Sardara Singh and Hav Pritam Singh.
As per plan only medals were called for from various regions and it was not a rally in the traditional sense. Hence only approx 300 ESM representatives came from across the country for the event. Jatha of 40 ESM led by Sub Maj Sardara Singh came from Sangrur (Pb), 10 ESM came from Garhshankar, Sub DS Yadav from Farukhabad brought 258 medals. Col Mahabir Dhankar from Rohtak along with number of JCOs and Jawans also attended. Veterans Maha Singh, Ramsarup, Dhir Singh, Manphool, Lt Pandey, W/O Bala, W/O KS Rohil, Hony Capt Krishan Kumar Yadav, COPO Awasthi, MCPO Chauhan, Sub Hari Singh and Hav Pritam Singh were also among the participants.
That the government was/is concerned became evident though actions of the IESL leaflet, as well as through the mail from Capt Praveen Davar, the latter on the very eve of the event.
Many colleagues have commented on Capt Praveen’s email. Some, presuming that he is not aware of the nuances of OROP, have tried to give him the benefit of doubt. I have known Praveen and hold him in high personal regard and would have gladly contributed to giving him the alibi. However, in this case the facts do not support his perceived lack of understanding of OROP. We have been together during presentations to various political leaders, including one to the PM where including Brig KP Singhdeo, we were the only three. OROP was clearly explained on these occasions. Besides, BRIG KP Singhdeo is the originator of the OROP concept and heading the AICC ESM Welfare Cell of which Praveen is the Secretary/Coordinator. It is beyond doubt that whatever might have been his motivation or compulsion in circulating that mail, his lack of understanding the concept, was not it. We can rightly conclude that this is how the government wanted the message spread. And in that lies the success of the action.

MINUTES OF ALL INDIA MILITARY VETERANS MEET
UNDER THE AEGIS OF IESM HELD AT 1030H TO 1600H
ON 30 AUG 2009, AT AVCC, SECTOR – 37, NOIDA.

This meeting, under the aegis of IESM, was organized for active participation of all ex-servicemen from all over India and to invite suggestion for the road map for future struggle of ex-servicemen in response to rejection of OROP by the Government.

The delegates started arriving from 0930 onwards from all over India. The spirit and enthusiasm of the delegates was high despite the heavy rains since morning. By 1030h 320 delegates from 18 states of India had registered. Delegates from sister organizations like IESL, RDOA, PSSP and all India defense brotherhood were also present in the meeting.

WELCOME ADDRESS BY GP CAPT VK GANDHI VSM, GENERAL SECRETARY IESM

1. Welcome Address; The meeting started at 1030h with welcome address by Gp Capt VK Gandhi Gen Sec IESM, he welcomed and thanked all the delegates who have come despite the rain and congregate in large number for the exchange of views today. He informed them that IESM was borne on 13 Aug 2009 in the same hall. IESM has completed one year and in this one year we have been successful in bringing the grievances of ex-servicemen to the fore front and forced Government to acknowledge the difficulties of military veterans. IESM has arranged many rallies and dharnas at jantar mantar in last one year. But our novel method of depositing of soldier’s medals with the President of India has put tremendous pressure on the Government of India and forced them to accept in principle that the demand of OROP of the ex-servicemen needs reconsideration. The President of India on 4 June in her address to both the houses of Parliament announced that the ONE RANK ONE PENSION demand of ex-servicemen will be reconsidered by the GOI and suitable solution will soon be found.
Consequent to this, a committee headed by the Cabinet Secretary was announced to look into the issue of OROP and give recommendations. Based on the recommendation of this committee the pension of pre 1998 retired PBOR is to be increased and brought at par with pension of post 1998 PBOR, and the FM announce in the budget speech that OROP has been granted to ex-servicemen. The Secretary IESM informed the house that this is blatant lie of the Government and a shabby effort to misguide the ex-servicemen and people at large. He further informed all that the fact is that ONE RANK ONE PENSION has not been granted and our struggle will continue with greater intensity.

He further informed the house that we have all assembled here today to discuss among ourselves and decide what should be road map to intensify the struggle for OROP.

He also informed the house that we appreciate the fact that all delegates want to speak but due to paucity of time we have been able to accommodate about 20 speakers. These speakers are representative of their states. We would invite more speakers if time permits.

OPERATIONAL ROUND UP OF IESM ACTIVITIES BY MAJ GEN SATBIR SING SM (VICE CHAIRMAN IESM)

2. Maj Gen Satbir Singh SM Vice Chairman IESM; Maj Gen Satbir Singh explained to all the genesis behind birth of IESM, he further explained that at the moment there are more than 300 organizations who are doing good work for the welfare of ex-servicemen. These organizations are local in nature and have limited reach and agenda. A need was felt that there is a requirement of an organization which will work as umbrella for all these organizations and should be capable of taking important issues with Govt of India for all ex-servicemen of India and IESM was thought of. IESM has taken up four demands which if granted will definitely improve the status of an ex-servicemen in society. These four demands are
· One Rank One Pension; He explained that armed forces are by nature follow a rigid rank structure. This rank structure is important for maintaining proper discipline in the armed forces. Any soldier holding senior rank is always considered senior and is respected accordingly. He should not draw pension less than a soldier who has held rank junior to him. As a matter of principle he should draw the same pension as his colleague with same rank and same length of service is entitled to, irrespective of the date of retirement. Recently Govt has announced some increase in the pension of PBOR but this falls short of OROP. As per this pension of a soldier who had retired before 1998 has been increased to Rs 5461 whereas a soldier who has retired after 1 Jan 2006 is getting a pension of 7045. There is vast difference in pension of two soldiers who have put in same number of years of service and have retired at the same rank. This difference is with existing weightage of 50% as pension of last pay drawn and will increase further with increase in weightage from 50% to 70% as pension of last pay drawn. This is gross injustice and against ethos of Military system. He informed all that Govt is making a futile attempt to divide the ex-servicemen by making peace-meal and adhoc increases in pension in selected groups of ex-servicemen. He cautioned all to be aware of this and not to fall prey to it. We are united in fight for OROP and will remain united for all times to come.
· Security of job till 60 yrs of age; He explained to all that a soldier is forcibly retired after completing a service of 20 yrs to maintain a young army. This is the time when a soldier has young children and old parents to look after. He asked Govt that as per constitution every soldier who is forced to retire at young age should be absorbed in parallel Govt job with same status and should have a right to work till he is 60 years of age.
· Veterans’ commission; Govt should make a veteran’s commission and it should be manned by veterans only and not by other dignitaries like judges and IAS officers.
· Representation of Veterans in the Committees to look after the veterans; He informed the house that veterans should be part of every committee which is formed to look into grievances of the ex-servicemen.

He further informed the house that IESM has formed two cells to look after the problems of ex-servicemen. These cells are fully functional and these are manned by very experienced veterans. These are;

Maj Gen Satbir Singh further informed the house that these cells would also have coordinators at the state level and will help ex-servicemen to solve their problems at local level. He asked the gathering to give names of volunteers for these cells.

He emphasized on the unity of veterans and explained to all the veterans that together we can put tremendous pressure on Govt and we can get our demands from the Govt. And if we are not together then we would not be able to exert any pressure on Govt and our status in the society will be further lowered.

Formation of CSD cell; In deference to the views of the speakers, the vice chairman announced the formation of CSD cell of IESM. Brigadier Harwant Singh volunteered to coordinate the activities of this cell from the IESM. Vice Chairman Maj Gen Satbir Singh requested Lt Gen Jagdish Chander present in the audience to head the CSD Cell of IESM. Lt Gen Jagdish Chander accepted to act as Director of CSD cell of IESM. Membership;
He said that total membership, as entered in records up to 22 Aug is approx 3700; another 100 – 150 names are yet to be entered in our records. He requested all individual members and State, Distt, City Conveners and Motivators to check data entered for each member on the web site for correctness and edit where required at the soonest, so that Membership cards may be issued to all members. Expressing great disappointment at the number of members, he gave out the following analysis;

• Of the 3700 members, 61% are officers, 15% are JCOs and 24% are OR – highly disproportionate to the actual strength of veterans in these categories. This indicated lack of motivation and commitment on the part of JCOs and OR and needs a special drive by all Conveners and Motivators to redress.

The Minutes of The Meeting of All India Veterans, held on 30 Aug 09, at Noida, UP, are reproduced below for your perusal and further vide circulation.
I take this opportunity to inform you that so far only 25 ESM from abroad have become members of IESM.

I must also state here that the first major contribution to IESM came from an NRI ESM, Cdr KK Punchhi from Canada, who contributed
Rs 50,000.00.
Another ESM, who contributed with very first appeal by IESM for funds, is Lt Col MM Kakar from USA. He contributed Rs 11,000.00.

I request all the ESM abroad to kindly become members of IESM and contribute generously. YOU CAN AND YOU MUST – PLEASE.


There are also large number of ESM in India, who are doing very well in the industry or in their own business.
They too must contribute generously to the noble cause – JUSTICE FOR DEFENCE SERVICES.

In spite of evil designs of some trouble creators, the mission of IESM on 13 Sep 09, for depositing more medals with the President of India was fully successful.
Five thousand more medals were deposited with the President.

New Delhi, Sept 13 Ex-servicemen today returned about 5,000 service medals to the President in protest against the government&aposs"total apathetic attitude"towards their demand of One Rank One Pension (OROP).
A ten-member team led by General (Retd) B K Ranjan returned the medals, which 4,000 ex-servicemen had voluntarily deposited, to the President, Maj Gen (Retd) Satbir Singh, vice-chairman of the Indian Ex-Servicemen Movement (IESM), said.
The organisation deposited the service medals"to make the government see the demands", he added.
"It is because of the bureaucracy and political parties that our demands remain unaddressed. Why does the government not meet the demands of the most strongest pillar of democracy?" Singh asked.
The creation of two groups -&apospre 2006&aposand&apospost 2006&apos- by the government had led to"a wide gap"in the pension scale for the various ranks, he said.
"A Havildar gets less than a Sepoy. A Major General gets less than Lt Colonel who is four ranks junior to the former. There is only a difference of some 1,000 rupees among the four ranks between Lt Col and Major General,"he said.
According to the IESM, the retired personnels had earlier returned around 15,000 medals and this was the fifth time when the organisation has deposited the medals to the President

Dear Friends,
1. As you are aware that anguished by the apathetic attitude shown by the Govt, we have decided to intensify our Movement by once again depositing the medals with the President on 13 Sep 2009 at 3 PM.
2. Medals will be collected at Jantar Mantar from 9 AM to 2 PM on 13 Sep 2009. The IESM delegation will proceed at Rashtrapati Bhawan to deposit the medal at 3 PM the same day.
3. We have got feelers that some elements for their personnel interests are spreading rumours and misguiding the ESM against the deposit of medals. They seem to have some vested interest in it and are working against the welfare of ex-servicemen.
4. Scanned copy of IESL leaflet distributed to ESM in the 4th week of Aug 09 is enclosed herewith in this regard. This is the time that all ESM organisations and ESM must unite to thwart any such attempt. In view of this, all ESM are requested to deposit the medals in large numbers and strengthen the Movement by taking its membership. Please guide those ESM who are being misguided by some organisations & individuals for their personal interest.

Dear Colleagues,
In our campaign for OROP, need for a joint approach by all the ESM organisations has often been underscored by many veterans.
One perception, however, needs to be corrected. Invariably, whenever unity gets talked about, some well meaning colleague, not necessarily in the know of details, initiates a mail ascribing lack of unity to an ‘ego’ problem. This usually sets off a chain reaction with similar sentiments being expressed by some others. Let me state with all the emphasis that ego has never been an impediment or an issue either at the organisational or at the personal level. Cordiality continues to exist in our mutual relations. It is unfair even to imagine that anyone of us involved in the struggle will let such a frivolous sentiment come in the way of the interests of the larger community.
That the unity has not so far been achieved is not because of any lack of sincerity or of efforts. Going by the experience, we need to reconcile ourselves to the fact that unity in pursuit of OROP is unlikely to be achieved, at least in the foreseeable future. It may, therefore, be advisable to focus our energies in pursuit of the actual goal rather than chasing a chimera.

Medal Deposit with the President on 13 Sep 2009

Dear Friends,
1. As already informed, our next event is Medal Deposit with the President on 13 Sep 09 at 3 PM. Central Collection of medals will be carried out at Jantar Mantar New Delhi from 9 AM to 2 PM on 13 Sep 2009. Thereafter a team of IESM will proceed to Rashtrapati Bhawan to deposit the medals.

2. You all are requested to put in your best effort in collection of medals. State Convenors are requested to organize the collection through their representatives in each district, city, tehsil and block. We are over 24 lakhs ESM in the country. So far only 15000 medals have been deposited. If efforts are made, a large number of medals can be collected for deposit.

3. Friends, deposit of medals is a dignified method of protest against the injustices being heaped on the ESM. All ESM organisations and ESM are requested to ensure success of this event. “Together we can make the difference”.

CSD Cell IESM

Dear Sir,

Reference the decision conveyed at the IESM meeting at NOIDA on 30 August 2009 regarding setting up of the IESM CSD Division to address the grievances / problems of ex-servicemen related to CSD.

As you are aware that Brig Harwant and I were nominated to head this Division of the IESM. The Central Division is in place and ready to under take responsibilities to deal with complaints of ex-servicemen pertaining to CSD.

While initially we may face some teething problems we hope to be able to respond to every case individually / collectively depending on the type of complaint.

May I request you to please pass this information through your net work to all IESM members to please make a note of my/Brig Harwant's e-mail ID and send in their complaints through you, to us directly as they desire.

We shall then address the complaint and have it resolved.

Dear Colleagues,
I recall some figures that may be of use in reinforcing our arguments in support of OROP and why it is relevant for only defence personnel.
Take an example of military vs. police service. Two young men of same age and same education background decide to join govt service. One joins military and the other the police. Both retire in their lowest rank of Sepoy/Constable. If they both are living today at the age of 75 years, then their total earning differential, to the disadvantage of the Sepoy would be rupees 47 lacs. The difference for a Naik/Head constable is 39 lacs. For Havildar/ASI it is 29 lacs. It carries on similarly. For a Sub Major/DSP it is 15 lacs.

Dear Colleagues,
It has been off and on debated that we should give up use of the term OROP in view of the authorities having developed a hardened opposition and a kind of allergy to it. We have toyed with in-lieu terms like ‘Military Service Pension’, ‘Absolute Parity’ etc. We need to analyse it in the light of the following:
· Every Service pensioner recognises and identifies with the term OROP. Replacing it with another term is likely to leave him confused and thinking that we have given up our main pursuit and are willing to settle for a compromise.


· The civilians have come to accept OROP as a familiar term conveying our demand and are sympathetic to it. Substituting another term might convey an impression that we are trying to get OROP through the back door, which would be damaging to our credibility.


· The President herself used this term in her address to the joint session of the parliament on 4 June. We can take it as acceptance by the government of OROP conveying the essence of our demand.
There is merit in continuing using OROP.
